While acknowledging the relevance of recent history, this book takes an important step away from the communist legacy and explicitly argues for a framework based on causal variables identified in the existing literatures from industrialized democracies on women and politics and legislative recruitment After a brief introduction, the second chapter sets forth a general theoretical framework, which posits that the level of female legislative representation in a given country is a function of the relative supply of and demand for female candidates. After a chapter considering a broad overview of public opinion on women and politics in Eastern Europe, thirteen country chapters, spanning the spectrum of Eastern European democracies, address and test hypotheses about the key variables affecting the supply and demand sides of the equation in individual countries. Relevant aspects of the communist cultural and developmental legacy are addressed, but authors give particular attention to political factors, such as electoral rules and the characteristics of the emerging party systems, that vary within the Eastern European countries. The new democracies of Eastern Europe provide a novel context in which to test and extend our theories about the consequences of political institutions for the quality of democracy. Since institutional arrangements are more malleable than developmental or cultural characteristics, those variables also offer the greatest promise to scholars and practitioners wondering what can be done to improve women's access to formal arenas of political power? How can we build democracies that are stable, lasting and representative? A careful analysis of the post-communist context can help us to address issues concerning institutional design and development that has relevance well beyond the Eastern European context.

And yet, within a few short years, they had clearly lost. An oppressive communist regime gave way to a capitalist society that embraced economic and political inequality, leaving many workers frustrated and angry. Their leaders first ignored them, then began to fear them, and finally tried to marginalize them. In turn, workers rejected their liberal leaders, opening the way for right-wing nationalists to take control of Solidarity. Ost tells a fascinating story about the evolution of postcommunist society in Eastern Europe. Informed by years of fieldwork in Polish factory towns, scores of interviews with workers, labor activists, and politicians, and an exhaustive reading of primary sources, his new book gives voice to those who have not been heard. But the alternatives—dictatorship or totalitarian rule—are more in keeping with the traditions of Central Europe. And for many post-Communist societies, democracy has come to be associated with inflation, unemployment, crime, and corruption. Is it still true, then, as Winston Churchill suggested a half-century ago, that people will accept democracy with all its faults—because it is better than anything else? To find out, political scientists Richard Rose, William Mishler, and Christian Haerpfer examine evidence from post-Communist societies in eastern Europe. Drawing on data from public opinion and exit polls, election results, and interviews, the authors present testable hypotheses regarding regime change, consolidation, and prospects for stabilization. The authors point out that the abrupt transition to democracy in post-Communist countries is normal; gradual evolution in the Anglo-American way is the exception to the rule. While most recent books on democratization focus on Latin America and, to some extent, Asia, the present volume offers a unique look at the process currently under way in nine eastern European countries: the Czech Republic, Hungary, Slovakia, Poland, Slovenia, Bulgaria, Romania, Belarus, and Ukraine. Despite the many problems these post-Communist societies are experiencing in making the transition to a more open and democratic polity, the authors conclude that a little democracy is better than no democracy at all.
