This book focuses on the growing involvement of non-party actors in the process of selecting candidates, as well as involvement during the campaign itself. These actors - interest groups, individual citizens, even certain political institutions - operate in the campaign environment independently of the parties and their candidates. They are not seeking to attain public office, nevertheless they interfere in the electoral process in growing numbers and with increasing intensity. For the most part, they seek to influence electoral outcomes to their advantage, and yet on occasions for less selfish reasons such as increasing the quality of the electoral process itself. Encompassing a broad range of countries - including several old democracies (the US, Germany, Britain, Norway, Denmark, Belgium, Israel, and others) and one new democracy (Romania) - and combining extensive surveys with detailed case studies of recent elections, the chapters in this volume take stock of this new feature in the contemporary electoral process, along with its origins, forms, and consequences.

The usual pattern is a speedy ascent, an impact on the political system including a time in government, followed by a prolonged termination. This book examines this pattern of evolution for minor, or small, parties in Irish politics. As the Irish state has changed, so too have the types of parties that have emerged. Book excerpt: When and how do third-party actors -- most prominently electoral commissions, courts, and observers -- contribute to the integrity of the electoral process? We approach these questions by studying how third-party actors shape politicians' incentives to comply with the outcomes of elections. Third-parties are most beneficial in close elections, when the threat of a post-election confrontation alone fails to ensure self-enforcing compliance with election outcomes. Our analysis highlights that third-parties do not need to be impartial to be politically consequential, that it is third-parties with a moderate pro-incumbent bias that will be in the interest of not only the opposition but also the incumbent, and that incumbents adopt politically consequential third-party institutions when they fear that their narrow victory might not be recognized and result in a costly post-election confrontation. Extensions of our model discuss the role of repression, examine the differences between commissions, courts, and observers, and clarify not only the potential but also the limits to institutional solutions to the problem of electoral compliance in new and transitioning democracies.

This book examines this impact through an in-depth analysis of the Europeanization of party politics in the Republic of Ireland and Northern Ireland. First, it presents original research on cross-cutting issues that have featured in political debates about European integration, including referendum campaigns on EU treaties, Irish neutrality and party policy positions on the EU. Secondly, it is the first book of its kind to examine in detail how each of the main parties on the island of Ireland has adapted to EU membership. In doing so it both tests the thesis of ‘Europeanization’ and deepens understanding of the impact that EU membership can have on national and sub-national party politics. What this study reveals is that, while Europeanization is clearly evident in all parties in Ireland, including those most critical of European integration, its influence has been strictly curtailed. We argue that the effects of Europeanization in Irish party politics have been limited by enduring resistance to – and conditions placed upon – EU influence in particular policy areas, the importance of pragmatism and (sub-)national priorities in shaping parties’ approaches to European integration and the fact that engagement with the EU continues to be a predominantly elite-led process.
