Book excerpt: Putera (Pusat Tenaga Rakjat - Concentration of the People's Power), March 1943-February 1944, was an important and in some ways typical organization of Japanese-occupied Java. It was the first more or less durable association of what might be called the semi-public, semi-political type, and the best as well as best-known example of Japanese attempts to harness Indonesian political figures from the old Pergerakan to serve their needs. Though sometimes depicted as such, Putera was neither a surrogate political party nor a simple propaganda arm of the military administration. It was, instead, a complex association with uncertain goals, varied interests and involvements, and an uneven record of success and failure, in which Japanese and Indonesians sometimes clashed and sometimes agreed on the goals to be pursued. A scarcity of concrete and detailed information concerning Putera has made its historical role difficult to assess in any but a very general manner. The enclosed two documents, made public here for the first time, do much to improve our understanding of Putera. They supply both details of the organization's structure, staff and activities, and discussions of general problems facing it throughout its development. The Putera reports also have much to say about the setting in which their primary subject functioned and therefore provide a valuable description of wartime Java. That they were authored principally by the well-known scholar and political leader Mohammad Hatta and reflect both his views and those of his subordinates, makes them of additional interest. For these reasons, it is no exaggeration to say that these lengthy reports are some of the most important of the very few surviving documents written by Indonesians during the Japanese occupation of their country. The documents treated in this publication were originally located by Dr. George S. Kanahele in the course of research in Indonesia during the years 1964-1965. I am indebted to Dr. Kanahele for suggesting that the Putera reports be translated, a task which he could not undertake himself because of other pressing commitments. I am also grateful to him for much advice and encouragement on the project, introduction to Dr. Hatta and contact with the Cornell Modern Indonesia Project, which expressed interest in publishing the materials. Dr. Kanahele has continued to keep a live interest in the project despite an extraordinarily demanding schedule and additional duties as Indonesia's Honorary Consul in Honolulu. - William H. Book excerpt: Mohammad Hatta, the first Vice President and joint proclaimer of the Republic of Indonesia, was a man who devoted almost his entire life to an ideal. From his early years until his death in 1980, the issue of Indonesian freedom overshadowed all other aspects of his life. Hatta's biography depicts the dogged determination, courage, and optimism, required by an Indonesian leader if he were to confront a colonial power and win his country's independence. His life history also portrays the disillusionment and frustration a leader experiences when his life-long democratic ideal is shattered and the new nation reverts to a type of government similar to the one he had dedicated his life to transforming. Indonesian freedom meant more to Hatta than the attainment of national sovereignty; it also demanded an element of social reform. Freedom for Indonesia must also ensure the people's participation in their country's government. Independence must not bring to birth a nation in which the majority of the people would be powerless, as in the colonial period. Hatta's concept of democratic government and social and economic betterment for the people he named kedaulatan rakyat, people's sovereignty. Writing Hatta's biography has been for me an immensely satisfying experience. Since reading his anthology Portrait of a Patriot as a first-year undergraduate, my curiosity to discover more about Hatta has compelled me to research the life of this complex leader who walked in Sukarno's shadow but yet was a "powerhouse" in his own right. I have been aware that it was impossible to discover the whole truth about Hatta, for only a fraction of his life could be uncovered and recorded. There are also formidable barriers dividing me from Hatta, as I am neither an Indonesian nor a Muslim. I have tried to break down some of these obstacles by interaction with Indonesian people, by extensive reading of Indonesian texts, and by a study of Islam. Fortunately Hatta and I have perspectives in common which acted as bridges. I regret very much that I never had the privilege of meeting him, as he died just at the time I commenced my research. - Mavis Rose

Like the Mexican, Russian, Chinese and Vietnamese revolutions, the Indonesian Revolution has been the central event in its country's whole modern history. For this reason, any addition to the small stock of good English-language writings on the Revolution, like Report from Banaran, is doubly welcome, not only for what it can tell us about the event itself but also for what it can tell us about the Indonesian condition in modern times. General Simatupang - a Christian Batak with a Dutch education who helped lead a guerrilla war in the Javanese countryside, a man who while still in his twenties was simultaneously one of the principal founders of the Indonesian army and one of the key figures in four years of diplomatic negotiations with the Dutch-is well qualified by background and experience for his subject. Two short periods stand out in the history of the Indonesian Revolution: its first great explosion between August 1945 and mid-1946, and its climax - which is the main subject of Report from Banaran-between December 1948 and July 1949. The first set its stamp on the whole. The sudden surrender of the Japanese on August 15, 1945 created an immediate vacuum of power which neither the British (acting for the victorious Allies), nor the Dutch, nor the Republic, hastily proclaimed on August 17, could possibly fill. Out of the void emerged the most powerful single force of the ensuing Revolution, a mass movement of pemuda (youths) caught up in a fervent Indonesian nationalism and committed to an uncompromising perdjuangan (struggle) for freedom. Absolute idealism led naturally to violence, first against Japanese posts and British occupying forces, then to a more general assault on social groups privileged under the old Netherlands Indies order: Chinese, Eurasians, Christian Ambonese, traditional elites, and village and clan leaders through most of Sumatra and Java. - John R. Banharn has successfully identified himself as the antithesis to the inefficient central state by promoting rapid "development" and advertising his own role in that development through well-publicized donations, public ceremonies, and visits to the sites of new buildings and highways. Much standard literature on rural politics and society in Thailand and other democratizing countries in Southeast Asia would categorize this politician as a typical "strongman," the boss of a semiviolent patronage network that squeezes votes out of the people. That standard analysis would utterly fail to recognize and understand the grassroots realities of Suphanburi that Nishizaki has captured in his study. This compassionate, well-grounded analysis challenges simplistic perceptions of rural Thai voters and raises vital questions about contemporary democracy in Thailand.
