The continued existence and, we fear, the spreading of this morass does not infect alone those unfortunates whom it engulfs, and the rest of the wage-earning class who are always slipping into it. By the heavy charges that it imposes on us for Poor Relief, hospitals, police and prisons, it lays an unnecessary burden on those who are better off. By the diseases which it engenders and spreads - for a hundred hidden threads of communication connect the slum and the square - it levies a needless toll of death on the families even of the richest. By the deterioration in character and skill of the manual workers whom it degenerates, it insidiously nibbles away at the profits of capital, and puts the enterprises even of the ablest captains of industry increasingly at the mercy of Foreign Competition. Nothing will avail to save a nation whose workers have decayed. From the standpoint of the strictest believer in Private Enterprise, of the staunchest defender of the beneficent administration of the world by the propertied class, it is essential, on the narrowest calculation of profit and loss, to "clean up the base of society." To those who look to the substitution of a deliberately ordered Co-operative Commonwealth for the present industrial anarchy, it will be obvious that no such Collectivist community could stand for a year, if it did not drain the morass. What is not always realised is that, even under a completely organised Socialist State, with all industries administered by Municipalities and Government Departments, much the same national organisation for remedying Unemployment would be needed as is here proposed. For the Socialist State would still have to meet the cyclical fluctuations of demand, whether these were caused by periodical famines in China or failures of crops elsewhere. 'The Public Organisation of the Labour Market' is a work on social policy and its effects on the general population. Beatrice Potter Webb was born in Gloucester, England in 1858. Educated at home by a governess, she also travelled widely and, due to this, gained a keen interest in sociology. Using the valuable resource of her father's library, studying became a passion, and she soon began to conduct her own sociological investigations. However, it was a time she spent with relatives in Lancashire, that Beatrice had her first glimpse of the working classes and their way of life. In 1913, along with her husband, Beatrice created the New Statesman, which grew to become an incredibly influential publication. They also founded the London School of Economics and Political Science in 1895. The Webb's, together, wrote eleven volumes of work which arguably shaped the way subsequent scholars thought about sociology.

Book excerpt: Government faces increasing pressure to do more with fewer financial resources and, with challenges such as climate change and an ageing population, will require innovation in public services. Departments have started to implement some of the recommendations of the National Audit Office's 2006 report on innovation (HC 1447-I, session 2005-06, ISBN 9780102942330), but are still not maximising the opportunities to innovate. The majority of cases of innovation originate with senior management within departments. There is potential to encourage more innovation from front line staff and service users. At the front line, public servants can be reluctant to put forward ideas where they do not appreciate how innovation relates to the goals of the organisation and can resist change they feel is forced upon them. Other barriers include risk-averse attitudes within departments and a concentration on targets, budgets and high-profile national initiatives. Departments should develop strategies for encouraging and developing innovation. It is not possible to identify exactly how much central government spends on developing innovation, but estimates by the NAO suggest that departments have allocated at least £3 billion in the form of innovation budgets, and the Department for Innovation, Universities and Skills announced a further £2.5 billion to be spent encouraging and supporting innovation from 2008-9 to 2010-11. There are no measures in place to assess the impact of this expenditure. Government should make use of the survey work done by the NAO for this report and develop it further to determine how effective this expenditure is.
