Since 1990, the Bangladeshi government has dismantled its food rationing system, privatized grain distribution, eased restrictions on international trade, and reduced its own presence in grain markets. The foundation for these developments was laid in the preceding decades. Improvements in agricultural science in the 1970s roughly doubled farm yields, while in the 1980s liberalization of irrigation restrictions, the lifting of import barriers to irrigation technology, and the privatization of fertilizer distribution rapidly increased rice cultivation. These increases in production, coupled with improvements in infrastructure and a more slowly growing and increasingly urban population, have substantially changed the structure of food grain markets, leading to increased marketing volumes, lower prices, and significantly larger private grain stocks. The book sets the Bangladeshi case in the larger context of the South Asian subcontinent and other developing countries in Asia. The authors examine the shifting structure of supply and demand in the grain markets, the history of government intervention in those markets, and the more recent changes that altered the arguments for such intervention and led to policy changes. The case of Bangladesh also has more general relevance as a study of the outcomes of a market-oriented reform program.

Book excerpt: Food safety is an umbrella term that encompasses many facets of handling, preparation and storage of food to prevent illness and injury. Included under the umbrella are chemical, microphysical and microbiological aspects of food safety. This study was undertaken to enhance food-risk surveillance and guarantee food safety for the beneficiaries of food aid recipients. It involved a comprehensive assessment of grains at storage facilities of the Government of Bangladesh (GoB)’s Public Food Distribution System (PFDS) for potential risks. The following issues were addressed: (1) Whether the quality of the stored grains meets the requisite global standards set for aflatoxins, arsenic, mold and moisture contents; (2) Critical aspects contributing to grain quality loss as well as assessing the magnitude of the problem; and (3) Establishing remedial actions aimed at minimizing quality loss and largely improving food safety in the overall distribution system. For this research, Local Supply Depots (LSDs) were chosen as primary study sites. Essentially, the research combined data generated from laboratory tests conducted on grain samples, as well as data compiled through a nationally representative survey of public warehouses. To avoid representation bias, a systematic random sampling method was used to select the LSDs to be reported in the study. This ensured an impartial assessment in terms of the food security status of the location and operational size. The findings from this study suggests that grain stored in PFDS do not largely contain any major contaminants (aflatoxins, arsenic and mold) at levels exceeding the maximum allowable limits to pose serious threat to public health. Despite that moisture itself is not a contaminant, excessive moisture content as detected in few cases has implication for mold growth in grain if stored for an extended period of time. Finally, the recommendations outlined in this study for remedial actions are aimed at satisfying most of the stringent standards set under the Food Safety Act as well as ensuring high quality in longer term grain storage.

Book excerpt: Bangladesh has successfully improved national food security over the last two decades, primarily by increasing rice production and consumption. However, the country’s food system remains vulnerable to periodic floods and droughts that seriously affect agricultural production and prices. While food imports can cushion the effects of these short-term climate shocks, there is always uncertainty about whether shortages in global commodity markets will coincide with domestic production shortfalls, leading to particularly adverse outcomes, especially for poor farmers and net consumers. This is one of the reasons why Bangladesh’s government has maintained a long-standing public grain procurement and storage system, as well as a large social protection program that distributes subsidized rice and wheat to poor households. These programs, together with investments in farm productivity, have enhanced the resilience of Bangladesh’s food system to climate and world market shocks. Heightened climate variability in recent years has also led the government to increase stocks and make substantial new investments to expand public grain storage capacity.

Despite declining arable agricultural land, Bangladesh has made commendable progress in boosting domestic food production. The growth in overall food production has been keeping ahead of population growth, resulting in higher per capita availability of food over time. In the early 1970s, Bangladesh was a food-deficit country with a population of about 75 million. Today, the population is 165 million, and the country is now self-sufficient in rice production, which has tripled over the past three decades. Along with enhanced food production, increased income has improved people’s access to food. Furthermore, nutritional outcomes have improved significantly. Nevertheless, the challenges to food and nutrition security remain formidable. In addition, the impacts of climate change—an increase in the incidence of natural disasters, sea intrusion, and salinity—will exacerbate food and nutrition insecurity in the coming decades if corrective measures are not taken. Aligned with this context, the authors of the book explore policy options and strategies for developing agriculture and improving food security in Bangladesh. Book excerpt: For almost fifty years, the Food Planning and Monitoring Unit (FPMU) of the Ministry of Food has played a role in policy analysis and planning related to the Public Foodgrain Distribution System (PFDS) and food policy in Bangladesh. Supported by a series of major donor-funded technical sup-port projects, this small unit has had major positive impacts on food policy reforms, as well as policy decisions on timing of PFDS imports, domestic procurement and distribution. And in the last dec-ade, the FPMU has played a lead role in formulation and monitoring of Country Investment Plans for Agriculture, Food Security and Nutrition. Thus, the FPMU provides support not only to the Ministry of Food, but nine other ministries, as well. This expanded mandate and the increased complexity of food and nutrition policy in Bangladesh suggest the need for an in-depth examination of the FPMU’s structure and performance. This diag-nostic study, based on a review of documents, interviews of FPMU staff and other government offi-cials, stakeholder consultations and synthesis of findings, assesses the organizational structure, management, technical performance (data management and direct support to food policy implemen-tation) and capacity strengthening needs to provide insights on how to further enhance the FPMU’s effectiveness.
