Book excerpt: In the mid-nineteenth century many parts of England and Wales were still subjected to a system of regulated prostitution which, by identifying and detaining for treatment infected prostitutes, aimed to protect members of the armed forces (94 per cent of whom were forbidden to marry) from venereal diseases. The coercive nature of the Contagious Diseases Acts and the double standard which allowed the continuance of prostitution on the ground that the prostitute 'herself the supreme type of vice, she is ultimately the most efficient guardian of virtue', aroused the ire of many reformers, not only women’s rights campaigners. Paul McHugh analyses the social composition of the different repeal and reform movements – the liberal reformists, the passionate struggle of the charismatic Josephine Butler, the Tory reformers whose achievement was in the improvement of preventative medicine, and finally the Social Purity movement of the 1880s which favoured a coercive approach. This is a fascinating study of ideals and principles in action, of pressure-group strategy, and of individual leaders in the repeal movement’s sixteen year progress to victory. In June 1831 the New York Magdalen Society published its first annual report. The Society charged that widespread sexual deviation, primarily in the form of prostitution, existed in New York City. The Magdalen Report claimed that approximately ten thousand women earned their livings as public prostitutes, and another ten thousand were “private or part-time prostitutes.” The Magdalen Society’s establishment and the subsequent publication of the Magdalen Report marked the beginning of a crusade in New York City to curtail sexual deviation and this study looks at the changes and reforms that took place.

The Devil’s Chain is the first book to examine the world of commercial sex throughout the partitioned Polish territories, uncovering a previously hidden conversation about sexuality, gender propriety, and social class. Keely Stauter-Halsted situates the preoccupation with prostitution in the context of Poland’s struggle for political independence and its difficult transition to modernity. Mackey studies the New York Committee of Fourteen and its members' attempts to influence vagrancy laws in early-20th-century New York City as a way to criminalize men's patronizing of female prostitutes. It sought out and prosecuted the city's immoral hotels, unlicensed bars, opium dens, disorderly houses, and prostitutes. It did so because of the threats to individual "character" such places presented. In the early 1920s, led by Frederick Whitin, the Committee thought that the time had arrived to prosecute the men who patronized prostitutes through what modern parlance calls a "john's law." After a notorious test case failed to convict a philandering millionaire for vagrancy, the only statutory crime available to punish men who patronized prostitutes, the Committee lobbied for a change in the state's criminal law. In the process, this representative of traditional 19th-century purity reform allied with the National Women's Party, the advanced feminists of the 1920s. Their proposed "Customer Amendment" united the moral Right and the feminist Left in an effort to alter and use the state's criminal law to make men moral, defend their character, and improve New York City's overall morality. Mackey's contribution to the literature is unique. Instead of looking at how vice commissions targeted female prostitutes or the commerce supporting and surrounding them, Mackey concentrates on how men were scrutinized. Book jacket.
