Book excerpt: To address the challenges posed by climate change, and to achieve the goals established in the 2015 Paris Agreement, nuclear power has been identified to have great potential to contribute to the 1.5°C climate change mitigation target. This topical conference on climate change and the role of nuclear power, the first of its kind, served as a unique forum for exchanging science-based information on the role of nuclear power in supporting the low carbon energy transformation and for conducting objective discussions on the opportunities and challenges of safe, secure and safeguarded nuclear technology development. The major themes of the conference covered energy and climate change policies, implications for the power sector, environmental perspectives and potential roles of existing, evolutionary and innovative nuclear power systems, including the integration of nuclear/renewable energy systems. In addition to nuclear power's interim and long term contributions, some strategic and cross-cutting issues relating to public perception, regulations, markets and finance were also addressed. These proceedings provide a summary of the different plenary, technical and side event sessions as well as the full text of the speeches delivered in the opening, closing and high-level plenary sessions of the conference.

Book excerpt: Unfortunately, a nuclear terrorist act is only one-- and hardly the most probable-- of several frightening security threats Pakistan now faces or poses. We know that traditional acts of terrorism and conventional military crises in Southwest Asia have nearly escalated into wars and, more recently, even threatened Indian and Pakistani nuclear use. Certainly, the war jitters that attended the recent terrorist attacks against Mumbai highlighted the nexus between conventional terrorism and war. For several weeks, the key worry in Washington was that India and Pakistan might not be able to avoid war. Similar concerns were raised during the Kargil crisis in 1999, and the Indo-Pakistani conventional military tensions that arose in 2001 and 2002-- crises that most analysts (including those who contributed to this volume) believe could have escalated into nuclear conflicts. The intent of this book is to conduct a significant evaluation of these threats. Its companion volume, Worries Beyond War, published in 2008, focused on the challenges of Pakistani nuclear terrorism. These analyses offer a window into what is possible and why Pakistani nuclear terrorism is best seen as a lesser included threat to war, and terrorism more generally. Could the United States do more with Pakistan to secure Pakistan's nuclear weapons holdings against possible seizure? It is unclear. This book argues that rather than distracting our policy leaders from taking the steps needed to reduce the threats of nuclear war, we would do well to view our worst terrorist nightmares for what they are: subordinate threats that will be limited best if the risk of nuclear war is reduced and contained.

Constructivism recognizes the independent impact of international norms, such as the Nuclear Non-Proliferation Norm (NNPN), on India and Pakistan’s nuclear behavior. Even though the NNPN does not legally bind them, it is reinforced at the global level, and may lead the South Asian rivals to move in the direction of nuclear arms control and disarmament, thus reducing the costs, dangers, and risks of an eternal strategic rivalry. After examining the main tenets of constructivism in international relations, the works delves into the proliferation debate, discussing nuclear reversal and U.S. policy toward the subcontinent since the G. W. Bush administration. It looks at the prospects for nuclear arms control and disarmament in South Asia after the U.S.-India nuclear deal of 2008, and the nuclear abolitionist wave during the first Obama administration. It concludes with the contribution of social constructivism to understanding how changes in the India-Pakistan nuclear status quo can happen.

The army has failed to develop a true ethnic representation process or motivate Baloch and Sindhis to join the armed forces; but they certainly have gained experience in killing innocent civilians. The present relationship between Pakistan and the US is a case in point. Though a member of the NPT, coupled with non-proliferation as its foreign policy, the US has been turning a blind eye to Pakistan's long and avid quest for nuclear weapons - primarily to serve its own short-term strategic interests in the region. Pakistan, well aware of this, has exploited the situation to full. The focus of this work is to determine whether the Western experts' apprehensions on the safety and security of Pakistan's nuclear installations and fissile material are well founded or an exaggeration. The decades-old nuclear trade between Pakistan and other countries has also been discussed with a view to highlighting the fact that A. Q. Khan's proliferation linkages did not come as a surprise to the US, emphasizing the point that Washington had been turning a blind eye to the nuclear linkages and programmes for its own strategic interests. The study also holds that NPT has been unsuccessful in controlling nuclear proliferation and suggests ways to curb further proliferation.
