So far, 91 countries have officially affiliated with PSI and participate in its activities. However, five key nations, whose addition would enhance PSI's effectiveness, have so far been reluctant to do so. The authors look at the situation from the perspectives of these five "hold-out" nations -- Indonesia, Malaysia, India, Pakistan, and China -- to assess the disadvantages (costs) and advantages (benefits) that, when weighed against each other, have induced them to refrain from PSI affiliation. They then set out ways in which each country's costs-and-benefits balance might be altered to enhance the prospects of its deciding to affiliate with PSI in the near future. Book excerpt: The Proliferation Security Initiative (PSI) has shown to be an effective means of engaging a large number of countries in activities that increase their capacity to interdict consignments of WMD-related materials while in transit. Nevertheless, the breadth and tempo of those activities have varied significantly during the first 10 years of PSI's existence. This has likely been due to budget constraints, the types of exercises conducted, and a certain level of initiative fatigue. Other factors include PSI's reliance on voluntary actions taken by countries, and the lack of PSI-dedicated budgets during a time of greater fiscal austerity. PSI has also had a mixed record of success in expanding legal frameworks to support interdictions. Great strides have been made in developing an international legal basis to interdict shipments of concern moving to and from North Korea and Iran. However, international conventions that criminalize all chemical, biological, radiological, and nuclear weapons-related trafficking within national territories have attracted few adherents. PSI has achieved wide support in many crucial regions, but China remains uncommitted. Given the size of its merchant fleet and port activity, initiative outreach to China should remain a top priority.

Special attention is given to the guidelines governing participation in PSI and the key issues - legal authorities and intelligence sharing - relevant to PSI operations. PSI's real-world success in the interdiction of BBC China and the subsequent decision by Libya to surrender its WMD program is covered as well. Most importantly for an Air Force audience, the progression of PSI to the arena of air interdiction is described along with a brief description of how an air interdiction might play out and what complications it might bring. Finally, PSI is recognized as a small part in the overall US effort to counter WMD but an important part in rebuilding bilateral and multinational relationships.
