Book excerpt: The U.S. Department of Energy (DOE) is responsible for providing the nation with nuclear weapons and ensuring that these weapons remain safe and reliable. Tritium, a radioactive isotope of hydrogen, is an essential component of every weapon in the current and projected U.S. nuclear weapons stockpile. Unlike other materials utilized in nuclear weapons, tritium decays at a rate of 5.5 percent per year. Accordingly, as long as the nation relies on a nuclear deterrent, the tritium in each nuclear weapon must be replenished periodically. Currently the U.S. nuclear weapons complex does not have the capability to produce the amounts of tritium that will be required to continue supporting the nation's stockpile. The ''Final Programmatic Environmental Impact Statement for Tritium Supply and Recycling'' (Final Programmatic EIS), DOE/EIS-0161, issued in October 1995, evaluated the alternatives for the siting, construction, and operation of tritium supply and recycling facilities at five DOE sites for four different production technologies. This Programmatic EIS also evaluated the impacts of using a commercial light water reactor (CLWR) without specifying a reactor location. In the Record of Decision for the Final Programmatic EIS (60 FR 63878), issued December 12, 1995, DOE decided to pursue a dual-track approach on the two most promising tritium supply alternatives: (1) to initiate purchase of an existing commercial reactor (operating or partially complete) or reactor irradiation services; and (2) to design, build, and test critical components of an accelerator system for tritium production. At that time, DOE announced that the final decision would be made by the Secretary of Energy at the end of 1998.

In December 1998, Energy Secretary Bill Richardson announced that the U.S. planned to begin producing tritium for its nuclear weapons in commercial nuclear power plants. This decision overturned a fifty-year policy of keeping civilian and military nuclear production processes separate. Tritium, a radioactive form of hydrogen, is needed to turn A-bombs into H-bombs, and the commercial nuclear power plants that are to be modified to produce tritium are called ice condensers. This book provides an insider's perspective on how Richardson's decision came about, and why it is dangerous. Kenneth Bergeron shows that the new policy is unwise not only because it undermines the U.S. commitment to curb nuclear weapons proliferation but also because it will exacerbate serious safety problems at these commercial power facilities, which are operated by the Tennessee Valley Authority and are among the most marginal in the United States. The Nuclear Regulatory Commission's review of the TVA's request to modify its plants for the new nuclear weapons mission should attract significant attention and opposition. Tritium on Ice is part expose, part history, part science for the lay reader, and part political science. Bergeron's discussion of how the issues of nuclear weapons proliferation and nuclear reactor safety have become intertwined illuminates larger issues about how the federal government does or does not manage technology in the interests of its citizens and calls into question the integrity of government-funded safety assessments in a deregulated economy.

Book excerpt: The Pacific Northwest Laboratory (PNL) currently manages the Light Water Reactor (LWR) Tritium Target Development Project (TTDP) for the Office of New Production Reactors (NP), US Department of Energy. The project's objective is to demonstrate and qualify a high-temperature LWR tritium target system with fabrication and extraction processes sufficiently confirmed to ensure a deployable system consistent with variable tritium production demands. The project has also examined and reported on technical and institutional issues associated with acquisition and conversion of the yet uncompleted Washington Public Power Supply System Unit I (WNP-1) for tritium production purposes. WNP-1 is a 63% complete, Babcock and Wilcox, 3800 MW thermal, 205 assembly, pressurized water reactor located at Hanford, Washington. WNP-1 has served as the reference LWR plant for the technical evaluation and target development activities. This report discussed the evaluation and development necessary to provide a complete LWR target qualification package.

Book excerpt: The mission of the Fabrication Development Task of the Tritium Target Development Project is: to produce a documented technology basis, including specifications and procedures for target rod fabrication; to demonstrate that light water tritium targets can be manufactured at a rate consistent with tritium production requirements; and to develop quality control methods to evaluate target rod components and assemblies, and establish correlations between evaluated characteristics and target rod performance. Many of the target rod components: cladding tubes, end caps, plenum springs, etc., have similar counterparts in LWR fuel rods. High production rate manufacture and inspection of these components has been adequately demonstrated by nuclear fuel rod manufacturers. This summary describes the more non-conventional manufacturing processes and inspection techniques developed to fabricate target rod components whose manufacturability at required production rates had not been previously demonstrated.
