Not a few people appear to think that the decrease in adult crime as a result Of the W'ar is due°to some mysterious psychological process. There is nothing mysterious about it. What has really happened is that very large numbers Of potential criminals, and of those whose irregular ways Of living had from time to time brought them within prison walls, have found in naval or military service a healthy outlet for energies frequently misdirected before the War. It is perfectly well known to every serious student of criminal questions, both at home and abroad, that the proportion of habitual criminals in the criminal population is steadily on the increase and was never so high as it is now. In almost every official document dealing with penal administration this unsatisfactory state of things is both admitted and deplored. In France, Germany, and Italy the proportion of old offenders who come before the criminal courts is constantly growing, while in Eng land matters are just as bad. This is made perfectly clear by the report of the Committee on the Iden tification of Habitual Criminals. From a table compiled for the use of that committee it appeared that in Lancashire, the West Riding of Yorkshire, and Staffordshire about 70 per cent. Of the prisoners tried were known to have been previously convicted in Liverpool, Birmingham, and Bradford, 79 per cent. The probation system was practiced in a limited form by some judges by the use of suspended sentences. In the state of Maine a separate children's court was established and the probation system was in use, but it was necessary to convict the child of a crime before he could be placed on probation. In some parts of Canada, sepa rate courts were held for children. In New York, some features of the juvenile court law were in use. In Chicago, probation officers were provided by a committee of women, and their ser vices were used by some of the judges without express warrant of law. The juvenile court law as we know it now, took form in Illinois in 1899. If Illinois had not acted, a juvenile court law would doubtless have come about sooner or later, for the reason that the need of special provision for these classes of children was widely felt. Published statistics covering a period of 11 years, supplemented b annual reports of the jall and the police department, indicated t e extent of the delinquency problem among boys of this age and the trend in a e distribution and types of offense. This report is based upon its study in an opposite setting. The investigators, leaving the main crowded trail, went into country villages that were perhaps feeling the stir of a new industrial life or of an influx of city folk in search of a playground, or perhaps were holding to the old sleepy routine as small trading centers of farming districts. From these they went out to still tinier straggles of houses, clustering along a turnpike or crossroads, and then back to solitary farms far up in the hill country. Among children growing up in the isolation and comparative monotony of the countryside, they found a seepage of delinquency, as a rule little noticed and carelessly handled. AS 111 the city, it covered the range from mischief to crime. No guess is hazarded as to the amount of trouble in comparison with that caused by urban conditions. The answer could be given only through statistics, and in this field statistics are misleading. Therefore, figures are not a feature of this report. But a description is presented which makes clear the causes of rural delinquency among children and the form which it takes. One fact made evident is that degeneracy is not wholly a product of cities. Many of these country children have back of them a sorry ancestry and around them a thriftless family group, often weak in body and mind. The most dramatic instances of this are found in the children brought up in squalor and ignorance by some wretched family which has wandered into a lonely and desolate region of the hills. Not all such groups find their level in the slums; some have still the nomad instinct for solitary places. Here they strip off standards built up by the process of civilization. But in the villages also is found, here and there, the run-out stock which has re mained inert during the period of city migration. I will go into an opening statement in just a moment, but I wanted to let the press ask some questions, if they want to, and if they do not, me. The purpose of this hearing is to solicit not only what the prob lem is, which many of us know, but to also raise the awareness of the problem of gangs and violence and use of firearms by young people in our own communities, and also to listen to what works and perhaps what has not worked, and to attempt to see what can be done not only on the local level, but what could be translated into Washington, DC, as to assistance. This is an epidemic, in my judgment. One out of five high school students now carries either a firearm, a club or a knife to school, and we have 3 million crimes of violence occurring in schools today, and that is one every 8 seconds, somebody has calculated. N 0 longer are our schools a safe haven; they are a dangerous place for our children to attend. The big question is, why has this moved to our schools and What can the communities do about them? We have some excellent programs here which we are going to talk about today, and one of them is right here at Phoenix College, the Genesis, which I plan to visit this afternoon. I welcome the press, if they want to come to that, and I am sure they would set up interviews and tours any other time, if you cannot make it today.
