Book excerpt: In a public-private partnership, or P3, a private, for-profit corporation assumes control over the design, construction, financing and operation of public infrastructure and services. P3s have been used in Canada since the early 1990s, but they are now so common that they have become the standard way in which multimillion-dollar projects and services are delivered across the country. There are now more than two hundred P3 projects in this country, with contract lengths from twenty to ninety-nine years. The problem? P3s fundamentally transform public infrastructure, public services, labour relations, public sectors and the everyday lives of Canadians. While contracting out services is supposed to save money, P3s often cost more in the long run and are host to poor working conditions and confidentiality and accountability issues. And in the end, it is us, the public, who foots the bill for these increasing costs, essentially subsidizing corporate investments for services that our governments used to provide.

Australia is a resource-rich country deriving a significant proportion of its export earnings from trade in these resources. At the same time, the country is young, sparsely populated beyond the coastal fringe, particularly in the resource-rich areas, and environmentally fragile. The consequences of resource exploitation in these areas have far-reaching policy implications. A range of these concerns is canvassed in this volume, encompassing the views of policy-makers, planners and academics. Five chapters address social and economic impacts ranging over manufacturing and tertiary industry, immigration and labour markets, employment and population and the provision of educational facilities. Many of these are seen in microcosm in the Hunter Valley, New South Wales. Two contributions offer an international perspective, one in another federal system – Canada – and one where Australian interests are participating in resource extraction – Papua New Guinea. Book excerpt: Governments typically build and maintain public infrastructure, which they fund through taxes. But in the past twenty-five years, many developing and advanced economies have introduced public-private partnerships (PPPs), which bundle finance, construction, and operation into a long-term contract with a private firm. In this book, the authors provide a summary of what they believe are the main lessons learned from the interplay of experience and the academic literature on PPPs, addressing such key issues as when governments should choose a PPP instead of a conventional provision, how PPPs should be implemented, and the appropriate governance structures for PPPs. The authors argue that the fiscal impact of PPPs is similar to that of conventional provisions and that they do not liberate public funds. The case for PPPs rests on efficiency gains and service improvements, which often prove elusive. Indeed, pervasive renegotiations, faulty fiscal accounting, and poor governance threaten the PPP model.
