The learned professions, the mercantile and clerical voca tions, artisans skilled and unskilled, contribute each their fair quota of those who for a longer or shorter period are dependent upon public or private relief. Religion, race, nationality, and color require in the recoids of charitable societies as many subdivisions as in the census. By no means all of those who have small and irregular Incomes become dependent. Meagre or irregular income is, of course, a usual precedent condition of dependence, but there is an uncounted multitude whose earnings are irreg ular or meagre who, nevertheless, do not become social debtors, and who maintain a standard of living which conserves their physical vitality, and enables their chil dren to attain a better position than that which they have themselves occupied. The relief problem is not directly concerned with attempts to elevate the general standard of living, or to influence the general distribution of wealth. It deals rather with social accidents - with individual families, whatever their previous station, who, through sickness, death of breadwinner, or exceptional misfortune of some kind, lose their position and are either temporarily or permanently unable to regain it, or to adjust themselves to any other position of normal self-support. The aggregate number of those who are thus submerged in the onward movement of commerce and industry may be great, but it affords a relief problem only in those communities which are so far advanced in civilization as to recognize social obligations and in which there are at least some resources available for relief. Whether a particular family is dependent is to be judged not by an absolute standard, but with reference to the pre vailing conditions. Where there is general prosperity and a considerable social surplus, it is possible to find families temporarily dependent and fairly entitled, in the interests of the community, to a helping hand from their fellows. Fred Shattuck, of Boston, once said, The surgeon's knife is in reality a confession of failure in so far as it is used for the relief of pathological surgery. We should go a step farther and still call it therapy when the physician decides that opera tive intervention is needed and is advisable. But the internist should not wholly release his patient to the Operating surgeon, but should control and manage his pre - operative, post-opera tive, and convalescent periods with, of course, consultation with the surgeon. Surgeons are often not alert to physiologic disturbances in their Operated cases, and hence do not properly manage such disturbances, and many a surgical patient gets well in spite of the post-operative treatment rather than on account Of it. Also, the operated patient is often a case to the skilled, busy operator; but it is a fact that proper medical care after the Operation will very many times prevent long, tedious convalescence, and may even prevent permanent invalidism. But Davos was not for every one; nor was every case an early 'one. Then came the discovery that lower altitudes would do if certain conditions were obtained; and so arose the great sanatorium movement. But slowly we found that patients could not spend their lives in sanatoriums; and one day on making my way up to one of them in England, I met on the way patient after patient, slouching along, bored to death with themselves and with each other; and even worse in morale than in body. Better discipline and better notions of thera peutics mended some of that; still I could not forget those listless saunterers, and it became evident to some of us, however unwillingly, that Hope was drooping again. The sanatorium was doing a great educative work no doubt; but at the end of its four or six months - what then? To send the patient away with recommendations about light jobs, and a regime, was almost a mockery or quite. What about the wage, and the family to be supported? The next lesson was brought home to me by a visit with other commissioners to certain cities, concerning some such problems. Before me now I see a gaunt hollow-eyed man, coughing, and leaning against the wall as he tried to talk to us, saying that his mates when he came out of the sanatorium - good fellows as they were - had bought him a milk that he might creep round, and earn a bit. The brave wife, shawl on head and mill apron on, had just come from the factory, and apologised for the dirty house - as well she might. The poor thing was working all day at the factory to keep the wolf from the door. All being dragged down together into the pit! What is the value of a good house, or a clean house, if no wages! What is there for the children? And what is to stop the infection! Who then would have the imagination, the initiative, the business capacity, to lift this burden, like lifting a world? He had neither vanity nor leisure to have devoted himself to a thorough study of its records, had not the nearness of his residence to the legal agents who conducted the Campbelton case - detailed at the close of the volume - brought him under the necessity of examining facts and documents, so as to be able, when asked, to give an answer on the spot to the false allegations which were made, and also to state the truth to those who were employed by the congregation, in conducting the process. It would have been a tedious matter to have gone to Kintyre for information upon every litigated point. As the action before the civil courts was an attempt to strip the Campbelton Church of its property, on the ground of a departure from Old Relief Principles, it was necessary that the rise of the denomination and the opinions of its early fathers should be studied, and investigated with considerable care. The first Minute Book of the Body, being either lost, or at least not known to be in existence, it was only in pamphlets, fugitive pieces, or in the works of hostile authors, that the principles of the Relief Church could be found, and from thence they were laboriously dug. At the successful termination of the process in 1839, several members of Synod urged the propriety of throwing into the form of a History, the facts which had been so thoroughly sifted by counsel at the bar of the Court of Session.
