Abstract: Abstract This dissertation adopts a qualitative approach to study the perception of six secondary teachers from two schools, with a similar background and history, of leadership in school-based management (SBM) schools. The focus of the research is to explore the views of the teachers on the changes in school administration and the structure of the school under SBM; the challenges, difficulties and skills of principals; and the leadership roles of principals under SBM. The study can supplement the limited number of researches on the roles of principals in SBM schools in Hong Kong and semi-structured interviews were conducted to obtain the information. As serving teachers now play increasingly important roles in schools and they work closely with their principals in administrative and educational matters, they can provide invaluable insight into the new roles of principals. My research has uncovered the perceptions of the teachers on leadership and the education reforms in the two schools that I studied. All the teachers confirmed that the roles of principals and senior teachers had changed under SBM and decision making had become a participative activity shared among various stakeholders. Principals and teachers need to trust one another and work collaboratively in an effective manner and schools have to develop their own unique culture. The findings of this study were limited to a description of the perception of six secondary teachers of two Hong Kong schools on the leadership roles of principals as well as some of the challenges and problems their principals encountered. Book excerpt: ABSTRACT: The purpose of this study was to investigate the current perceptions of high school principals regarding their perceived roles, professional development experiences that impacted their careers, and the challenges and frustrations they face when enacting their roles as high school leaders. This qualitative study investigated perceptions of high school principals and addressed three research questions: (1) What are the perceptions of high school principals regarding their role as school leaders? (2) What professional development experiences do high school principals report are most important in impacting their careers? (3) What do high school principals perceive are their greatest challenges and frustrations? Three in-depth qualitative interviews were conducted with each of eight high school principals. The results were based on analysis by the researcher and the two expert panels. The high school principals perceived that they had a tremendous number of roles and responsibilities within their positions. The roles and responsibilities that were identified with the greatest importance were: providing a safe learning environment, ensuring quality teachers and quality instruction, high accountability expectations for all and mandates, and leadership within the school and system. Professional development opportunities and personalized support systems were perceived to be vital to the success of the high school principal. Principals in the study reported that both formal and informal professional development experiences were beneficial for their improvement as school leaders. The principals perceived that when they created relationships with mentors and established strong networks, they improved the likelihood of sustained support and success. High school principals perceived the greatest challenges were management of time, balancing leadership and management of the school, and navigating the legislative mandates and accountability requirements. High school principals perceived the greatest frustrations were issues related to time and legislative mandates dictated to them by the local, state, and federal systems. They faced constant pressures that could be directly tied to student achievement and accountability measures. High school principals need to be prepared to assume various roles. Further research may determine if roles and challenges identified by the eight participants mirror other states' results.

This study was designed to examine how teachers from "distinguished" (high performing) and "needs improvement" (low performing) middle schools perceived the roles of their principals as instructional leaders who could provide schools with the necessary leadership characteristics for school improvement. This study also examined if differences existed among teachers' perceptions of their principals' roles based on school type and demographics (gender, age, years of work experience, and educational attainment). The principal leadership questionnaire (PLQ) was used to collect data based on the five factors: identify and articulate vision and provide inspiration, foster acceptance of group goals, provide appropriate model, provide intellectual stimulation, and provide individualized support. Cronbach alpha was used to establish the internal consistency of the instrument. Data were analyzed using mean scores, percentages, t-tests and ANOVA. The findings indicated that the participants had positive perceptions with strongly agreed to agreed responses on most of the questionnaire items indicating that teachers perceived their principals should possess the characteristics associated with instructional leadership. Female participants consistently agreed with higher mean scores on all five PLQ factors than did male participants. The researcher recommended that further research and a longitudinal study be conducted on this topic to examine and compare leadership preparation programs in Georgia and other states across the nation and to determine the long-term effects of instructional leadership roles on student achievement.

Key issues in the ongoing debate include: students’ outcomes and participation in the regional Caribbean Secondary Examinations (CSEC); teacher recruitment and retention; teacher training and continuing professional development (upgrading); and parental involvement. These issues point to leadership at various levels, whether in its exercise or in its influence, and are examined within and across national and regional education systems. Particular attention is given to debates around improving outcomes for students, teacher development and the role of the principal in leading school improvement. A source of debate about practice of school leadership in the Caribbean surrounds the issue of gender. Where are men in teaching? Where are men in leadership positions and positions of responsibility? Unlike in some countries where, for example, men tend to hold more leadership positions than women, especially at the secondary phase of education, in the Caribbean this is not the case: there are more female teachers at every level and more female teachers occupy leadership positions at every level. Within this book, gendered leadership as practised and enacted in the Caribbean is examined from religious, social, historical and political positions, pointing to a clear political dichotomy. There is no unitary definition of what can count as school leadership in the Caribbean, despite clear similarities of practices and approaches. What this volume argues, however, is that within the Caribbean region there are many similarities of experience for the practice and exercise of school leadership which draw on a common framework of teacher training, a common language and a common socio-political history that existed well before the formation of CARICOM through British colonisation. This book does not dwell on the period of British colonisation but discusses the extent to which this period in Caribbean history has influenced the practice of school leadership today, most notably in areas such as curricular and teacher training models. Education in emergency situations, such teaching and learning in severe weather conditions such as hurricanes, is also spotlighted. As a whole, the themes in this edited volume proffer an evidence-based approach to contemporary issues in school leadership in the Caribbean and extend the current literature in the field.

The study anticipated that principals as instructional leaders will be increasingly involved in ensuring that curriculum implementation in the classrooms is monitored and supported for effective teaching and learning to be realised. The study's findings revealed that this is not happening as it should.
