Book excerpt: In a changing climate, there has been an increase in the frequency and severity of hazards impacting coastal communities. Traditionally, hard defenses (sea walls) have been constructed to protect these communities, even though they can have negative impacts throughout the nearby coastal environment. There has been increasing consideration of alternative shoreline protection strategies, such as living shorelines, or managed retreat. However, each of these coastal management strategies comes with a series of monetary, environmental, and social tradeoffs making individual preferences dependent on multiple scenario-specific attributes. Ecosystem service valuation is a useful tool for understanding how humans relate to the environment around them. Since human and coastal systems are highly interlinked, it is important that researchers and those involved in coastal management better understand how humans value the environment that they are changing when designing coastal adaptation strategies. As such, this study explores the role of perception when valuing coastal protection alternatives on the Eastern Shore of Virginia, namely, how one perceives climate change, attitude towards the government, and the proximity of one's residence to the coastline. Data from a stated preference survey was used to estimate a two-class latent class model. In general, members of both classes prefer plans that include a living shoreline. While none of the government attitude, proximity, or climate change variables were found to be significant in the latent class model, they did provide insight into the characteristics of respondents who always chose the same stated preference choice question plan.

Book excerpt: "Development and incompatible land uses, upon and adjacent to tidal wetlands and saltmarshes, pose a current and impending threat to these sensitive coastal habitats and their capacity to adapt to sea level rise. In late 2009 a study was conducted by University of Tasmania researchers (in Prahalad et al. 2009), for the Derwent Estuary Program (DEP), and funded by NRM South, to assess potential saltmarsh and tidal wetland extent in the Derwent estuary in 2100 under a high level IPCC sea-level projection (110 cm AHD). The study indicates that there is definite potential for tidal wetlands and saltmarshes to migrate upland, provided the land use is compatible with colonisation by these habitat types. Some refuge areas lie within public land, which can be designated for future wetland conservation. However, most areas identified as future tidal wetland and saltmarsh habitat lie within private land and as such may benefit from appropriate local government planning. The outcome of previous discussions about this study, between the DEP and local government planning staff in municipalities bordering the estuary, was the recommendation that the DEP draft a relevant regional planning overlay for further discussion. The current paper presents this draft planning overlay, which has been called the 'natural coastal processes' overlay"--Summary.

Book excerpt: The impacts of climate change and sea-level rise on groundwater systems on barrier islands are not well documented in the literature. Globally, there is high competition for useable land in coastal regions because large populations of people live along the coast. If useable land and freshwater resources are lost to saltwater intrusion through sea-level rise or groundwater pumping, coastal communities may experience challenges with meeting high costs of mitigating resulting effects. The goals of this study were to (i) evaluate the impact of sea-level rise and groundwater pumping on saltwater intrusion in the surficial aquifer using an analytical model, and (ii) to evaluate how changes in tidal amplitudes due to sea-level rise may influence groundwater levels in surficial aquifers on barrier islands. To establish if groundwater pumping or sea-level rise has the greatest impact on saltwater intrusion models were used to delineate the location of the toe of the freshwater-saltwater interface as a proxy for the area of the aquifer that was lost to saltwater intrusion. The second objective was to assess the extent of marine and groundwater inundation under different tidal amplitude and sea-level rise scenarios using geospatial procedures. The results show that the percentage of the aquifer occupied by saltwater intrusion due to sea-level rise is greater (51%) than the percentage of the aquifer occupied by saltwater due to consumptive groundwater pumping (34%) for comparable magnitudes of movement of the toe of the saltwater wedge. The results also indicate that when tidal amplitudes are increased by 20%, marine inundation is greater (5%) than groundwater inundation (2%) in the most extreme sea level rise scenario (i.e., 1.5 m of sea-level rise by the year 2100). The results of this study provide estimates of potential changes in groundwater levels that could impact coastal communities and the amount of land that may become impaired. The results can also help water managers understand potential changes to the groundwater system and determine viable solutions to consequences. The relevance of this research is that it will help provide insight on how sea-level rise and groundwater pumping may affect saltwater intrusion and groundwater levels in surficial aquifers on barrier islands.
