This brief summarizes the results of a modeling exercise to examine a range of climate change adaptation approaches to counteract agricultural productivity declines. Rather than simulating a single technology, a ‘suite of technologies’ approach was used. For several food crops, none of the technology suites, individually or in combination, are shown to counteract the adverse impacts of climate change. For these crops, which include maize, oilseeds, pulses, and sugar, even stacking of technologies will not return productivity to pre-climate change levels. However, for fruits and vegetables, potatoes, rice, and wheat, crops less adversely affected by climate change, increased investments in climate changeresponsive crop traits, soil fertility improvement, water management, crop protection, or a combination of these technologies can counteract the adverse impacts of climate change on agricultural productivity. From a policy perspective, strong cooperation with the rest of the world on climate change adaptation will ultimately benefit Egyptian consumers. Doing so will reduce disruption of global food markets, which is of particular importance for countries, like Egypt, that are well integrated into those markets. In particular, Egypt’s economy and all Egyptian consumers benefit from the importation of lower-value, high water-consuming cereals under the hotter and drier conditions that can be expected in Egypt in the future due to climate change.

Book excerpt: With climate change, Egypt’s already arid climate will face even higher temperatures and lower rainfall over key agricultural areas, requiring further urgent adaptation investments. Data from three general circulation models of climate were used to better understand the likely effects of climate changes on Egypt’s agricultural sector. The findings show largely adverse biophysical effects of climate change by 2050. Compared to a no-climate change scenario, yields for food crops are projected to decline by over 10 percent by 2050 due to higher temperatures and water stress as well as increased salinity of irrigation water. The highest biophysical yield declines are estimated for maize, sugar crops, and fruits and vegetables. Moreover, due to the country’s dependence on food imports, Egypt is not only affected by climate change impacts at home, but also by impacts in other food producing countries. Climate change-induced increases in food prices will reduce Egypt’s food import demand, while also dampening demand for Egypt’s exports. The implications for Egypt are tighter food markets with both reduced domestic production and increased difficulties to import food making it more difficult to augment domestic food supplies. This situation suggests the need for investments in climate change adaptation in the agriculture sector. Global cooperation to mitigate greenhouse gas emissions is also warranted given the high cost to Egypt’s society from adverse climate change impacts worldwide.

Substantial improvements in the country's macroeconomic environment, following policy reforms - though necessary - have not been sufficient to improve agricultural export performance. Overall, while Egyptian agricultural production increased during the 90s, agricultural exports remained low, and, the fact that both Egyptian production, and world market trends are substantially less volatile, is a first indicator of the potential to increase agricultural exports. The proposed agricultural export strategy starts with an analysis of the agricultural export potential in the country, which includes a review on the overall agricultural export performance; an analysis of the incentive framework in agriculture, including estimates of the current nominal, and effective protection rates of key imports, and exports, and, the estimated effects of alternative agricultural, and trade policy reform scenarios, on the returns to farming in alternative crops. This analysis identifies two agricultural sub-sectors - cotton and horticultural crops - from which Egypt, contingent on policy reforms, could benefit from potentially substantial comparative advantages in trade. Based on the recognition that export promotion requires a mix of sector-wide, and sub-sector specific reforms, the rational focus of the report was to identify the main impediments of export growth in the cotton, and horticultural sectors. The report further offers suggestions to phasing in reforms, so that policies increasing farming returns in exports, precede those that will decrease (absolute) returns in competing crops.

The analysis of the agricultural sector and its performance over time identifies constraints to increasing production and exports. It also examines the key role of trade in encouraging inclusive agricultural development. After a review of current trends in the agricultural sector and trade policies, the study elaborates on the main policies regulating the current agricultural export sector. It also explores the factors influencing the water scarcity problem and what could mitigate it. This qualitative research attempts to illustrate to what extent the Egyptian agricultural export sector policies are effective, consistent, and reliable. Findings demonstrate that there are contradictions in the guiding principles of these policies, and rectification is required to maintain better results in this sector. In addition, the high price of irrigation water and the government policies of water conservation are not met with policies to encourage introducing water saving technologies to support producers. The study concludes by recommending policy changes to improve trade performance and agricultural production, and to create more consistency with the export policies.

In 1975, the Agency for International Development (AID) undertook a high-level development effort aimed at helping the government of Egypt increase agricultural production. The high level of U.S. assistance to Egypt is based on the belief that President Sadat's peace initiatives are crucial and that his effort will be supported and enhanced by a strong and growing economy that is able to meet the Egyptian people's basic needs and expectations for a better life. To assess the progress of the Egyptian agricultural assistance program and identify how program impact could be improved, GAO undertook a review of the assistance that the United States has provided to Egyptian agriculture since 1975. Although AID has committed more than $357 million to projects aimed at increasing food and agricultural production in Egypt, only $61.8 million of these funds has been spent, and the impact of the projects on Egyptian agriculture has been negligible. Problems in project implementation which have caused slow progress include: contracting delays; insufficient Egyptian support; inadequate AID monitoring; and the lack of staff and expertise of some U.S. contractors, including universities. Even with speedy project implementation, the program's impact will be limited unless policy changes, which provide an environment for agricultural development, are undertaken and unless more attention is given to developing an extension service capable of delivering the technology now being developed.
