Most African countries are also characterized by parallel institutions of governance – one is the state sanctioned (formal) system and the other is the traditional system, which is adhered to, primarily but not exclusively, by the segments of the population in the subsistence peasant and pastoral economic systems. Traditional Institutions in Contemporary African Governance examines critical issues that are largely neglected in the literature, including why traditional institutions have remained entrenched, what the socioeconomic implications of fragmented institutional systems are, and whether they facilitate or impede democratization. The contributors investigate the organizational structure of traditional leadership, the level of adherence of the traditional systems, how dispute resolution, decision-making, and resource allocation are conducted in the traditional system, gender relations in the traditional system, and how the traditional institutions interact with the formal institutions. Filling a conspicuous gap in the literature on African governance, this book will be of great interest to policy makers as well as students and scholars of African politics, political economy and democratization.

However, agitations for land continue, while evidence of policy gaps abound. Land has assumed major causes of structural violence and impediments to human and rural development in Africa; hence the need for holistic assessment of land reforms in post-colonial African states. The central objective of the text is to identify post-independence and current trends in land reform and to address the grievances in relation to land use, ownership and distribution. The book suggests practicable policy options towards addressing the land hunger and conflict, which could derail the ‘moderate’ socio-economic achievements and political stability recorded by post-colonial African nation-states. The book draws its strength and uniqueness from its adoption of country-specific case studies, which places the book in context, and utilizes field studies methodology which generate new knowledge on the continental land question. It was very critical view of two concepts (Democracy and Development), and the argument was that while the two elements are organically inter-linked, they may not produce symmetrical results; however, I applied them to the Rwandan context, in urban areas especially in Kigali City, and the study finding was that the independent variable had an impact on the dependent variable. In other words, while an effective democratic process with good governance’s principles may provide a latent basis for development, it cannot grant it. There are many other factors that impinge on development, i.e. well elaborated project(s), ground realities, well implemented project(s) and well evaluated project(s), etc.

The author proposes a new anthropological approach to law, property and inheritance. After the description of the Minangkabau socio-political organization and the development of legal and administrative pluralism, three chapters are devoted to property and inheritance proper. First the ideal legal systems are described. Then he illustrates how the Minangkabau actually handle their property and inheritance affairs, and how the various regulating mechanisms have changed through history. Finally the different agents creating and changing legal conceptions are treated in historical perspective. In his conclusions the author shows how the traditional system of common holding and distributing of property by matrilineal descent groups is slowly being undermined through an increasing monetarization and consequent individualization of property relationships which finds its expression in the form of new legislation. This development is reflected in the conceptual system where the formerly predominant diachronic dimension of property relationships is slowly abolished and where property rights are increasingly reified.
