We understand the position of Judge caton to be the same which animated the people of the North, when, in response to the invitation of the President to rally to the aid of the Government in a war for the restoration of the Union, they united as one man in an enthusiastic movement in behalf of an object so grand and glorious. We understand him to insist that the principle then proclaimed by the President, as the object and purpose of the war, shall still be ad hered to, and that the departure from that principle, which has marked the subsequent action of the Administration, shall neither find justification in the public voice of the country, or turn the Conservative masses from the line of duty upon a question which vitally affects the very foundations of Republican Government. Founded in 1791 with Thomas Jefferson as its chief spon sor, it attracted immediately the enthusiastic and affection ate support of the masses of the people, who were determined that the institutions and government of the United States should have the character of a democracy and not an aristocratic system based upon the superior presump tions and pretensions of a few. Its development was so rapid that at the national elections of 1792 it secured control of the popular branch of Congress and cast 55 of the total 132 Electoral votes for President and vice-president. In 1796 it lacked but two votesxof the number required to decide the result in the 'electoral College; and in 1800 it won a triumphant victory, electing the President and Vice President and also a marked majority of the members of each house of Congress. Thus established as the ruling power of the nation, it was so maintained by the people, nearly always by overwhelming majorities, for an unbroken period of forty years, when it experienced a temporary reverse without, however, any abatement of its vitality or deviation from its original principles or character. Those principles and that character, distinguishing it as the party of the masses of the people in composition, instincts, action, and general acceptation, it has since preserved through all the vicissitudes of its fortunes. In November 1936, every state except Maine and Vermont voted enthusiastically for his reelection. But then the political winds shifted. Not only did the Supreme Court block some of his transformational experiments, but he also faced serious opposition within his own party. Conservative Democrats such as Senators Walter George of Georgia and Millard Tydings of Maryland allied themselves with Republicans to vote down New Deal bills. Susan Dunn tells the dramatic story of FDRÕs unprecedented battle to drive his foes out of his party by intervening in Democratic primaries and backing liberal challengers to conservative incumbents. Reporters branded his tactic a ÒpurgeÓÑand the inflammatory label stuck. Roosevelt spent the summer months of 1938 campaigning across the country, defending his progressive policies and lashing out at conservatives. Despite his efforts, the Democrats took a beating in the midterm elections. The purge stemmed not only from FDRÕs commitment to the New Deal but also from his conviction that the nation needed two responsible political parties, one liberal, the other conservative. Although the purge failed, at great political cost to the president, it heralded the realignment of political parties that would take place in the 1960s, 1970s, and 1980s. By the end of the century, the irreconcilable tensions within the Democratic Party had exploded, and the once solidly Democratic South was solid no more. It had taken sixty years to resolve the tangled problems to which FDR devoted one frantic, memorable summer.
