Rapidly decreasing costs of compu- tional power, storage capacity, and communication bandwidth have led to the dev- opment of a multitude of applications carrying an increasingly huge amount of traffic on the global networking infrastructure. What we have seen is an evolution: an inf- structure looking for networked applications has evolved into an infrastructure str- gling to meet the social, technological and business challenges posed by the plethora of bandwidth-hungry emerging applications.

Book excerpt: Immanuel Wallerstein draws on a lifetime of study of long-term historical change to shed light in his newest book on the consequences of the recent, significant turn in U.S. foreign and economic policies. Alternatives shows how the U.S. has been in decline since the 1970s and how these longer trends dovetail with current Bush administration policies, which he describes as an attempt to reverse the decline in ways that are disastrous to the future of the country and the world. The book's middle section is a log of insightful commentaries written between 2001 and 2004 detailing how the Bush administration has broken the pattern of foreign policies set by six presidents from Richard Nixon to Bill Clinton. Wallerstein suggests that a threshold has been crossed that will make it difficult for future presidents to practice the kind of 'soft' multilateralism in foreign policy they have used in the past and maintain effective alliances. He also shows, surprisingly, why 'globalization' already is dead, especially in terms of the United States' ability to dominate economically in the manner that it has since WWII. He calls for a major revision of U.S. policies, and not an attempt merely to return to the pre-Bush foreign policy. In conclusion, Wallerstein's visionary book speaks to the challenges the U.S. must face if it is to play a meaningful and progressive role in the world-system.

We assume that our system (in the UK, the USA, the Netherlands etc.) is democratic, and extremists try to destroy our system and introduce some kind of dictatorship, if not chaos and anarchy. Yet in many cases, the extremists seem sincere in their attempt to construct a more democratic polity. Hence, they can be called democrats and yet also extremists, in so far as they strive for a regime with characteristics that are more extreme in a significant sense. This book analyses radical and extreme democratic theories and ideas in their historical context, interlocked with critical descriptions of historical institutions and experiments that help to evaluate the theories. Cases range from ancient Athens to recent experiments with citizen juries and citizen assemblies, from the time-honoured Swiss Landsgemeinde to contemporary (and controversial) workers’ councils in Venezuela and participatory budgeting in Porto Alegre. Among the theorists discussed here are familiar names as well as relatively unknown persons: Jean-Jacques Rousseau and Karl Marx, Murray Bookchin and John Burnheim, William Godwin and Barbara Goodwin, Anton Pannekoek and Heinz Dieterich. Whereas the extreme ideas do not seem to work very well in practice, they do indicate ways by which we could make existing political systems more democratic. This book will be of interest to students of Politics and Current Affairs, as well as inspiration to political activists and reformists.

The chapters in this collection speak to two complementary but analytically distinguishable aspects of the interplay between education, globalization, cities, and neoliberalism. The first aspect relates to the macro relationships between these powerful global forces on the one hand, and cities and their schools on the other. In particular the book considers the stratifying dynamics that exacerbate already existing inequalities related to race, ethnicity, language, class, and gender—inequalities entailing differential access to the city’s various resources. The second aspect deals with the cultural politics, and logics, of these changes in the city. This recognises that globalization is not simply imposed on the city, but rather becomes insinuated into its fabric through the actions and the agency of local actors and social movements. Against this backdrop, the chapters document how the educational politics of urban contexts in the United States, India, Canada, South Africa and Brazil should be understood as sites in which neoliberal forms of globalization are localised, reproduced, and potentially contested.
