Book excerpt: Gangs and militias have been a persistent feature of social and political life in Indonesia. During the authoritarian New Order regime they constituted part of a vast network of sub-contracted coercion and social control on behalf of the state. Indonesia’s subsequent democratisation has seen gangs adapt to and take advantage of the changed political context. New types of populist street based organisations have emerged that combine predatory rent-seeking with claims of representing marginalised social and economic groups. Based on extensive fieldwork in Jakarta this book provides a comprehensive analysis of the changing relationship between gangs, militias and political power and authority in post-New Order Indonesia. It argues that gangs and militias have manufactured various types of legitimacy in consolidating localised territorial monopolies and protection economies. As mediators between the informal politics of the street and the world of formal politics they have become often influential brokers in Indonesia’s decentralised electoral democracy. More than mere criminal extortion, it is argued that the protection racket as a social relation of coercion and domination remains a salient feature of Indonesia’s post-authoritarian political landscape. This ground-breaking study will be of interest to students and scholars of Indonesian and Southeast Asian politics, political violence, gangs and urban politics.

It includes a quantitative study, along with complementary case studies of provinces in Indonesia, which provide evidence that group fragmentation plays a role in determining conflict during a new province’s struggle. Against the background of the Indonesian government’s territorial autonomy (TA) strategy, regional proliferation, or pemekaran, the author examines the long-term decentralization project in Indonesia, which has an ethnically and religiously divided population. The book provides answers to the questions of how the new province claim increases conflict in the supporting districts and how competition among diverse elites in districts pursuing a new province precipitate conflict within the region. Based on extensive field research, the four case studies of districts with varying degrees of conflict reveal that the campaign for a new province proliferation increases the probability of conflict at the district level and conflict can escalate during the initiation of a new province stage. The author argues that more provinces may be necessary to ensure the fair distribution of wealth that would enable the whole population to enjoy a similar quality of life and that the Indonesian government needs to wisely and strategically uphold its unity if a federal arrangement is not an option. Offering a novel contribution to the study of the relationship between territorial change and conflict in Indonesia, this book will be of interest to academics studying Indonesian politics, Southeast Asian politics, as well as identity and ethnic politics.

In contrast to the thesis of compatibility between Islam and democracy following the dominant discourse of the Global War on Terror (GWOT) and neoliberal democracy, this study situates Islamic politics in broader social settings by examining its nature and trajectories throughout Indonesia’s modern political history. The book thus investigates how the practices of Islamic politics, or Islamism, have shaped and been transformed through political contestations and the formation of coalitions of multiple forces in constructing Indonesia’s socio-political landscape. Using the concept of hegemony from poststructuralist discourse theory, the analytical framework applied in this book goes beyond liberal epistemologies of Islamism that prescribe the separation of religion from politics and treat Islamism as an object of intervention. Instead, the book is premised on the contention that Indonesia is a political construction, in which Islam has become one of the major discourses that have defined and transformed Indonesia’s nation-state throughout history. In this view, it is argued that the nature and dynamics of Islamism are not driven primarily by different interpretations of religious doctrines, cultural norms or by the imperative of institutions. Rather, the struggles of different Islamist projects in their quest for hegemony are contingent on the outcomes of socio-political changes and contestations that involve multiple political forces, both within and beyond the Islamists, in specific historical conjunctures.
