In Mega-Projects, Alan Altshuler and David Luberoff analyze the unprecedented wave of large-scale (mega-) public investments that occurred in American cities during the 1950s and 1960s; the social upheavals they triggered, which derailed large numbers of projects during the late 1960s and early 1970s; and the political impulses that have shaped a new generation of urban mega-projects in the decades since. They also appraise the most important consequences of policy shifts over this half-century and draw out common themes from the rich variety of programmatic and project developments that they chronicle. The authors integrate narratives of national as well as state and local policymaking, and of mobilization by (mainly local) project advocates, with a profound examination of how well leading theories of urban politics explain the observed realities. The specific cases they analyze include a wide mix of transportation and downtown revitalization projects, drawn from numerous regions—most notably Boston, Denver, Los Angeles, New York City, Chicago, Atlanta, Dallas, Portland, and Seattle. While their original research focuses on highway, airport, and rail transit programs and projects, they draw as well on the work of others to analyze the politics of public investment in urban renewal, downtown retailing, convention centers, and professional sports facilities. In comparing their findings with leading theories of urban and American politics, Altshuler and Luberoff arrive at some surprising findings about which perform best and also reveal some important gaps in the literature as a whole. Book excerpt: Beyond simplistic binaries of "the dark continent" or "Africa Rising," Africans at home and abroad articulate their identities through their quotidian practices and cultural politics. Amongst the privileged classes, these articulations can be characterized as Afropolitan projects--cultural, political, and aesthetic expressions of global belonging rooted in African ideals. This ethnographic study examines the Afropolitan projects of Ghanaians living in two cosmopolitan cities: Houston, Texas, and Accra, Ghana. Anima Adjepong's focus shifts between the cities, exploring contests around national and pan-African cultural politics, race, class, sexuality, and religion. Focusing particularly on queer sexuality, Adjepong offers unique insight into the contemporary sexual politics of the Afropolitan class. The book expands and complicates existing research by providing an in-depth transnational case study that not only addresses questions of cosmopolitanism, class, and racial identity but also considers how gender and sexuality inform the racialized identities of Africans in the United States and in Ghana. Bringing an understudied cohort of class-privileged Africans to the forefront, Adjepong offers a more fully realized understanding of the diversity of African lives.

Book excerpt: Governments fail to provide the public goods needed for development when its leaders knowingly and deliberately ignore sound technical advice or are unable to follow it, despite the best of intentions, because of political constraints. This report focuses on two forces—citizen engagement and transparency—that hold the key to solving government failures by shaping how political markets function. Citizens are not only queueing at voting booths, but are also taking to the streets and using diverse media to pressure, sanction and select the leaders who wield power within government, including by entering as contenders for leadership. This political engagement can function in highly nuanced ways within the same formal institutional context and across the political spectrum, from autocracies to democracies. Unhealthy political engagement, when leaders are selected and sanctioned on the basis of their provision of private benefits rather than public goods, gives rise to government failures. The solutions to these failures lie in fostering healthy political engagement within any institutional context, and not in circumventing or suppressing it. Transparency, which is citizen access to publicly available information about the actions of those in government, and the consequences of these actions, can play a crucial role by nourishing political engagement.

Book excerpt: Why are the economic interests and priorities of lower- and middle-class Americans so often ignored by the U.S. Congress, while the economic interests of the wealthiest are prioritized, often resulting in policies favorable to their interests? In Hijacking the Agenda, political scientists Christopher Witko, Jana Morgan, Nathan J. Kelly, and Peter K. Enns examine why Congress privileges the concerns of businesses and the wealthy over those of average Americans. They go beyond demonstrating that such economic bias exists to illuminate precisely how and why economic policy is so often skewed in favor of the rich. The authors analyze over 20 years of floor speeches by several hundred members of Congress to examine the influence of campaign contributions on how the national economic agenda is set in Congress. They find that legislators who received more money from business and professional associations were more likely to discuss the deficit and other upper-class priorities, while those who received more money from unions were more likely to discuss issues important to lower- and middle-class constituents, such as economic inequality and wages. This attention imbalance matters because issues discussed in Congress receive more direct legislative action, such as bill introductions and committee hearings. While unions use campaign contributions to push back against wealthy interests, spending by the wealthy dwarfs that of unions. The authors use case studies analyzing financial regulation and the minimum wage to demonstrate how the financial influence of the wealthy enables them to advance their economic agenda. In each case, the authors examine the balance of structural power, or the power that comes from a person or company’s position in the economy, and kinetic power, the power that comes from the ability to mobilize organizational and financial resources in the policy process. The authors show how big business uses its structural power and resources to effect policy change in Congress, as when the financial industry sought deregulation in the late 1990s, resulting in the passage of a bill eviscerating New Deal financial regulations. Likewise, when business interests want to preserve the policy status quo, it uses its power to keep issues off of the agenda, as when inflation eats into the minimum wage and its declining purchasing power leaves low-wage workers in poverty. Although groups representing lower- and middle-class interests, particularly unions, can use their resources to shape policy responses if conditions are right, they lack structural power and suffer significant resource disadvantages. As a result, wealthy interests have the upper hand in shaping the policy process, simply due to their pivotal position in the economy and the resulting perception that policies beneficial to business are beneficial for everyone. Hijacking the Agenda is an illuminating account of the way economic power operates through the congressional agenda and policy process to privilege the interests of the wealthy and marks a major step forward in our understanding of the politics of inequality.

In this book, Nanna Bonde Thylstrup approaches mass digitization as an emerging sociopolitical and sociotechnical phenomenon, offering a new understanding of a defining concept of our time. Arguing that digitization has become a global cultural political project, Thylstrup draws on case studies of different forms of mass digitization—including Google Books, Europeana, and the shadow libraries Monoskop, lib.ru, and Ubuweb—to suggest a different approach to the study of digital cultural memory archives. She constructs a new theoretical framework for understanding mass digitization that focuses on notions of assemblage, infrastructure, and infrapolitics. Mass digitization does not consist merely of neutral technical processes, Thylstrup argues, but of distinct subpolitical processes that give rise to new kinds of archives and new ways of interacting with the artifacts they contain. With this book, she offers important and timely guidance on how mass digitization alters the politics of cultural memory to impact our relationship with the past and with one another.
