Marshalling evidence from multiple sources of survey data and drawing on new methods, the book asks how India s structural transformation - from rural to urban, and from agriculture to nonfarm sectors - is impacting poverty. Our analysis suggests that since the early 1990s, urban growth has emerged as a much more important driver of poverty reduction than in the past. We focus in particular on the role of small and medium size conurbations in India, both as the urban sub-sector in which urban poverty is overwhelmingly concentrated, and as a sub-sector that could potentially stimulate rural-based poverty reduction. Second, in rural areas, we focus on the nature of intersectoral transformation out of agriculture into the nonfarm economy. Stagnation in agriculture has been accompanied by dynamism in the nonfarm sector, but there is much debate about whether the growth seen has been a symptom of agrarian distress or a source of poverty reduction. Finally, alongside the accelerating economic growth and the highly visible transformation that is occurring in India s major cities, inequality is on the rise. This is raising concern that economic growth in India has by-passed significant segments of the population. The third theme on social exclusion asks if, despite the dramatic growth, historically grounded inequalities along lines of caste, tribe and gender have persisted. This book would be of interest for policymakers, researchers, non-governmental organizations, and international agencies from India and abroad--who wish to know more about India s experience of the last two decades in reducing poverty.

In that context, and given that state governments are responsible for a wide range of redistributive policies, this book analyses trends in state politics and policymaking. Based on the analysis, it explains why some Indian states have managed to reduce poverty more effectively than others. Using detailed case studies from Karnataka and Tamil Nadu, the author examines the policymaking processes and political histories of these states. He argues that patterns of caste dominance combined with the degree of competition in populist policies can significantly explain whether states adopt pro-poor policies or not. Lakshman's analysis combines a deep reading of state-specific political and sociological data with a range of interviews with top political leaders, senior bureaucrats, and academics to corroborate his core argument.

This list of possibilities is extensive. It starts with the outright bribary of government officials and the more ambiguous question of political contributions; then there are a whole range of activities that could be considered to some degree corrupt covering such things as the misuse of company assets for political favours, kickbacks and production money for the police, payola to disc jockeys, sympathetic features articles in return for advertising revenue, free revenue, free junkets for MP s and journalists, secret, price-fixing agreement, obtaining parts in films for reasons not wholly related to acting ability, insider dealing of various kinds, as well as improper use of the old boy network. All these forms of behaviour have one thing in common. They are attempts to influence the outcome of a decision where the nature of that influence is not made public. Essentially the practices are nothing more or less than the abuse of power. There are several reasons for this spread of corrupt practices. First the concentration of power in larger and larger units; particularly when combined with rapid growth where the channels of accountability are underdeveloped. It is also widespread in mature Societies where highly developed networks attempt to preserve the status-quo and further their vested interests.
