Flexibility and lifelong learning have become key aspects of education policy in nation states and bodies such as the European Union and Organisation of Economic Cooperation and Development in recent years. They are positioned as necessary for the knowledge economy and social inclusion. The failure to adapt through becoming more flexible and participating in lifelong learning is held up as a failure at individual, organisational and national levels. But how has that narrative come to be constructed? In what ways is it persuasive? And what forms of political action are possible and necessary? These are the questions addressed in this text. Drawing upon the work of Michel Foucault and on the notion of rhetoric, this book forensically explores examples of the work of policy texts in the discourses of education, lifelong learning and flexibility that they construct. In so doing, it argues for the need to take policy discourse seriously and not simply dismiss it as ‘spin’. Through a detailed examination of policy texts from primarily Australia, the UK and European Union, this text provides insights into the strategies through which flexibility and lifelong learning become realized and realizable as part of the common sense of educational discourse. Rather than simply rejecting these ideas, or suggesting they are merely the window dressing for the more malign interests of the knowledge economy or globalization, it suggests a politics of the wedge and possibilities for the insertion of different meanings. Central to the claims of this text are that we need to engage closely with the discursive and rhetorical strategies of policy, in order that we understand both how it is constructed and thus how it can be deconstructed.

Book excerpt: Many studies of government in China either simply describe the political institutions or else focus, critically, on the weaknesses of the system, such as corruption or the absence of Western-style democracy. Authors of these studies fail to appreciate the surprising ability of China’s government to rapidly transform a once impoverished economy and to recover from numerous crises from 1978 to the present. This book, on the other hand, takes a more balanced, more positive view. This view is based on a study of changes in China’s institutions for coping with critical crises in governance since 1978. These changes include better management of leadership succession, better crisis management, improved social welfare, the management of society through treating different social groups differently depending on their potential to rival the Party state, and a variety of limited, intra-party and grassroots democracy. This book applies to the Chinese model the term “pragmatic authoritarianism.” It explains changes to and the likely future direction of China’s governance model. It compares current risks in China’s governance with threats that terminated dynasties and the republic in China over the past four thousand years and concludes that the regime can be expected to survive a considerable period despite its existing flaws. This new book from Teela Sanders and Kate Hardy moves away from the more traditional focus on the relations between dancers and customers, to a focus on regulation and the working conditions experienced by those working in stripping work. Drawing on interviews, survey data and participant observation with dancers, managers, regulators and other staff, Sanders and Hardy present the first ever nationwide study of the stripping industry and the working lives of those within it. The book explores the reasons for the expansion of the industry in the United Kingdom and the experiences, opinions and perspectives of those that produce and shape it. Placing dancers' voices centre stage, it examines the wider political economy which shapes dancers' engagement in employment in the stripping industry, pointing towards the wider conditions of the labour market and growing privatisation of Higher Education as explanatory factors for its labour supply. In suggesting a new feminist politics of stripping, dancers voice their own political awareness of erotic dance and an intersectional analysis of solidarity with workers in the stripping industry is foregrounded. Presenting a 360 degree view of the industry, this ground-breaking study presents systematic evidence for the first time on this area of social life which has become central as a strategy of survival, class mobility and urban accumulation. Book excerpt: A major work by one of the more innovative thinkers of our time, Politics of Nature does nothing less than establish the conceptual context for political ecology—transplanting the terms of ecology into more fertile philosophical soil than its proponents have thus far envisioned. Bruno Latour announces his project dramatically: “Political ecology has nothing whatsoever to do with nature, this jumble of Greek philosophy, French Cartesianism and American parks.” Nature, he asserts, far from being an obvious domain of reality, is a way of assembling political order without due process. Thus, his book proposes an end to the old dichotomy between nature and society—and the constitution, in its place, of a collective, a community incorporating humans and nonhumans and building on the experiences of the sciences as they are actually practiced. In a critique of the distinction between fact and value, Latour suggests a redescription of the type of political philosophy implicated in such a “commonsense” division—which here reveals itself as distinctly uncommonsensical and in fact fatal to democracy and to a healthy development of the sciences. Moving beyond the modernist institutions of “mononaturalism” and “multiculturalism,” Latour develops the idea of “multinaturalism,” a complex collectivity determined not by outside experts claiming absolute reason but by “diplomats” who are flexible and open to experimentation.

In Western Europe's Democratic Age, Martin Conway provides an innovative new account of how a stable, durable, and remarkably uniform model of parliamentary democracy emerged in Western Europe—and how this democratic ascendancy held fast until the latter decades of the twentieth century. Drawing on a wide range of sources, Conway describes how Western Europe's postwar democratic order was built by elite, intellectual, and popular forces. Much more than the consequence of the defeat of fascism and the rejection of Communism, this democratic order rested on universal male and female suffrage, but also on new forms of state authority and new political forces—primarily Christian and social democratic—that espoused democratic values. Above all, it gained the support of the people, for whom democracy provided a new model of citizenship that reflected the aspirations of a more prosperous society. This democratic order did not, however, endure. Its hierarchies of class, gender, and race, which initially gave it its strength, as well as the strains of decolonization and social change, led to an explosion of demands for greater democratic freedoms in the 1960s, and to the much more contested democratic politics of Europe in the late twentieth century. Western Europe's Democratic Age is a compelling history that sheds new light not only on the past of European democracy but also on the unresolved question of its future.
