In only a decade, Qatari policy-makers - led by the Emir, Sheikh Hamad bin Khalifa Al-Thani, and his prime minister Sheikh Hamad bin Jassim Al-Thani - catapulted Qatar from a sleepy backwater to a regional power with truly international reach. In addition to pursuing an aggressive state-branding strategy with its successful bid for the 2022 FIFA World Cup, Qatar forged a reputation for diplomatic mediation that combined intensely personalized engagement with financial backing and favorable media coverage through the Al-Jazeera. Book excerpt: The Arab Uprisings were unexpected events of rare intensity in Middle Eastern history – mass, popular and largely non-violent revolts which threatened and in some cases toppled apparently stable autocracies. This volume provides in-depth analyses of how people perceived the socio-economic and political transformations in three case studies epitomising different post-Uprising trajectories – Tunisia, Jordan and Egypt – and drawing on survey data to explore ordinary citizens’ perceptions of politics, security, the economy, gender, corruption, and trust. The findings suggest the causes of protest in 2010-2011 were not just political marginalisation and regime repression, but also denial of socio-economic rights and regimes failure to provide social justice. Data also shows these issues remain unresolved, and that populations have little confidence governments will deliver, leaving post-Uprisings regimes neither strong nor stable, but fierce and brittle. This analysis has direct implications both for policy and for scholarship on transformations, democratization, authoritarian resilience and ‘hybrid regimes’.

At a time when demographic changes - aging in the rich world, youth bulges in the developing world, ethnic and religious shifts, migration, and urbanization - are waxing as never before, this neglect is especially glaring and starkly contrasts with the enormous interest coming from policymakers and the media. "Ten years ago, [demography] was hardly on the radar screen," remarks Richard Jackson and Neil Howe of the Center for Strategic and International Studies, two contributors to this volume. Today, however, the ever-worsening security situation in the region clearly shows that the aim has not been achieved. With wars in Ukraine, Syria and Libya, the Union’s neighbourhood can therefore better be described as ‘a ring of fire’. Does this means that the policy has failed and that an alternative policy towards the EU’s neighbours is needed? Or should these developments be seen as temporary setbacks caused by external factors beyond EU control? By comparing the EU’s approach to its eastern and southern neighbours, this volume seeks to answer such overarching questions. The authors find that the EU still has a potential role to play in providing regional security, but that this role also risks being increasingly undermined if it does not increasingly take into account the broader geostrategic realities in both regions.

Book excerpt: By examining a range of policy areas, this book aims to assess and qualify the claim that EU policies towards the Arab Mediterranean after the uprisings are predominantly marked by continuity with the past. This is attributed to the fact that the EU still acts with the aim of maximising its own security by preserving stability in the region. The book explores how security, stability and the link between them – the security-stability nexus – are better understood as the master frame shaping the EU’s approach towards the Southern Mediterranean and how this affects policy enactment. The book shows that the security-stability nexus has at least been reframed in the wake of the uprisings, but also that more change has occurred in the redefinition of the master frame than in its actual enactment. The framing and reframing of the security-stability nexus, before and after the Arab uprisings, depends on the policy area under consideration, the variety of actors involved, and the forms of their involvement. This is also crucially because of the different disposition towards the EU of prominent actors in Arab Mediterranean partner countries, which points towards the EU’s increasing difficulties to achieve its goals in its near abroad.
