The book analyzes cross-cutting cleavages connected to religion, geography, language, anticommunism, and gender, and demonstrates how Norwegian social democrats and German Christian democrats built successful coalitions by mobilizing support from different social groups. Extensively researched and expansively applicable, this book contributes to the interdisciplinary literature on the politics of education, and to the field of comparative welfare and education regime research. Was public education simply a vehicle used by Protestant elites to impose their cultural ideas upon recalcitrant immigrants? In The Politics of School Reform, 1870-1940, Paul E. Peterson challenges such standard, revisionist interpretations of American educational history. Urban public schools, he argues, were part of a politically pluralistic society. Their growth—both in political power and in sheer numbers—had as much to do with the demands and influence of trade unions, immigrant groups, and the public more generally as it did with the actions of social and economic elites. Drawing upon rarely examined archival data, Peterson demonstrates that widespread public backing for the common school existed in Atlanta, Chicago, and San Francisco. He finds little evidence of systematic discrimination against white immigrants, at least with respect to classroom crowding and teaching assignments. Instead, his research uncovers solid trade union and other working-class support for compulsory education, adequate school financing, and curricular modernization. Urban reformers campaigned assiduously for fiscally sound, politically strong public schools. Often they had at least as much support from trade unionists as from business elites. In fact it was the business-backed machine politicians—from San Francisco's William Buckley to Chicago's Edward Kelly—who deprived the schools of funds. At a time when public schools are being subjected to searching criticism and when new educational ideas are gaining political support, The Politics of School Reform, 1870-1940 is a timely reminder of the strength and breadth of those groups that have always supported "free" public schools.

As a private nonprofit organization, NAS set out tohelp schools and districts significantly raise the achievement of largenumbers of students by offering whole-school designs and design-basedassistance during the implementation process. NAS is currently in thescale-up phase of its effort, and its designs are being widely diffused toschools across the nation. During the 1997_1998 and 1998_1999 school years,RAND assessed the effects of NAS designs on classroom practice and studentachievement in a sample of schools in a high-poverty district. RAND foundthat high-poverty schools often have fragmented and conflicting environmentswith difficult and changing political currents and entrenched unions.Teachers in high-poverty schools tend to face new accountability systems andfluctuating reform agendas. These teachers generally lack sufficient timefor implementing reform efforts, often becoming demoralized and losing theirenthusiasm for the difficult task of improving student performance underdifficult conditions. RAND concluded that high-stakes tests may motivateschools to increase performance and to seek out new curricula andinstructional strategies associated with comprehensive school reforms.However, those same tests may provide disincentives to adopt richer, morein-depth curricula that can succeed in improving the learning opportunitiesof all students, particularly those in high-poverty settings.

But while this agreement has fostered widespread support for aggressive reform, Frederick Hess argues that much of what ails urban education is actually the result of continuous or fragmentary reform. Hess explains that political incentives drive school superintendents to promote reforms--to demonstrate that they are "making a difference." Superintendents have to do this quickly, both because their tenure is usually three years or less and because urban communities are anxious to see educational improvement. However, the nature of urban school districts makes it very difficult to demonstrate concrete short-term improvement. The result is what he terms "policy churn," which distracts teachers and principals from efforts to refine classroom teaching while seldom resulting in successful long-term changes. Hess argues that policymakers have misallocated resources by pursuing the "right" structure or the "best" pedagogy while paying insufficient attention to the more mundane--and more important--questions of how to implement, refine, and sustain a particular approach in their particular district. Hess explains that previous research on high-performing schools suggests that the best schools are characterized by focus and by an ability to develop expertise in specific approaches to teaching and learning. To help educators and policymakers adopt and nurture a focused agenda, he recommends institutional changes that increase the effectiveness of performance outcomes and reduce the incentives to emphasize symbolic reform.

Even in the best cases, school reform initiatives can perpetuate problems created by earlier reforms or existing injustices, all while introducing new complications. In Reforming the Reform, political scientist Susan L. Moffitt, education policy scholar Michaela Krug O’Neill, and the late policy and education scholar David K. Cohen take on a wide-ranging examination of the many intricacies of school reform. With a particular focus on policymakers in the spaces between legislation and implementation, such as the countless school superintendents and district leaders tasked with developing new policies in the unique context of their district or schools, the authors identify common problems that arise when trying to operationalize ambitious reform ideas. Their research draws on more than 250 interviews with administrators in Tennessee and California (chosen as contrasts for their different political makeup and centralization of the education system) and is presented here alongside survey data from across the United States as well as archival data to demonstrate how public schools shoulder enormous responsibilities for the American social safety net. They provide a general explanation for problems facing social policy reforms in federalist systems (including healthcare) and offer pathways forward for education policy in particular.

This poses Bible translators a difficult challenge: How can we understand the narrator s point of view of the biblical stories which are culturally, geographically, and historically remote from our own? Understanding a text from the narrator s point of view must precede the translation process. In this work Hankore presents an argument for the intended utterance of Genesis 28:10 35:15 before proposing in brief how to translate it. By following this process, Hankore shows that a correct understanding of the concept of the ancient Israelite vow in the framework of a social institution is fundamental to reading and translating Genesis 28:10 35:15, and goes on to show how this same votive framework assist an explanation of the relevance of Genesis 34 to the Jacob story.
