As has frequently been pointed out, the charter granted by Elizabeth to the Governor and Company of Merchants of London trading with the East Indies' resembled closely, in the system of self-government which it created, the colonial charters of the period, e. G., the charter granted by Charles I in 1628 to the 'governor and Company of the Massachusetts Bay in New England It provided for a Governor, a select executive council (the court of directors or of committees, as it was first called), and a legislative body consisting of all persons 'free of the company (the General Court) and was a constitution adapted to the transaction of both commercial and political business, the latter being chie y concerned with the internal government, under suitable by-laws, of the merchant marine of the Company and of its overseas settlements. The difficulty is that the object is in constant change. An historical writer does not feel this difficulty: he deals only with the past; he can say definitely, the Constitution worked in such and such a manner in the year at which he begins, and in a manner in such and such respects different in the year at which he ends; he begins with a definite point of time and ends with one also. But a contemporary writer who tries to paint what is before him is puzzled and a perplexed: what he sees is changing daily. He must paint it as it stood at some one time, or else he will be putting side by side in his representations things which never were contemporaneous in reality.
