Book excerpt: The European Committee of the Regions brings together political representatives from the levels of government closest to citizens of the European Union: regional, municipal and local councils. This proximity to local experience gives it a unique position on the EU's landscape, and the Committee's political programme for 2015-20 shows its closeness to the concerns of ordinary people. These priorities were agreed unanimously in the June 2015 Plenary for the first time for the entire five year mandate. The Committee's top priority is to kick-start Europe's economy. To achieve its goal of smart, sustainable and inclusive growth, the EU needs to involve local and regional authorities more deeply. Smart investment should be based on local needs, draw on best practice at the grassroots level and encourage a new entrepreneurial spirit across Europe. The EU's efforts to boost growth should consider the opportunities offered by new digital technologies.^The second priority is to ensure that growth is broadly based across Europe. The Committee will help to narrow the knowledge gap between regions and cities as a means of reducing the urban/rural divide. It will assess what impact EU legislation has on the ground, including the impact on cities. It will encourage cross-border cooperation, through the European Grouping of Territorial Cooperation (EGTC). Cohesion policy is the one of the main tools that the EU has, and effective use of that policy is a central concern of the Committee. Developing trust of the EU at the local level is the third priority of the European Committee of the Regions. It will promote the role of local government in European policymaking, it will help the EU make the business environment friendlier, and it will explain the benefits of the Union at the local level.^Local governments in the EU can help stabilise countries in the EU's neighbourhood: this is the fourth priority of the European Committee of the Regions. It will help develop economic and political ties with the six post-Soviet states in the EU's Eastern Partnership. It will explore what can be done at the local level to promote cooperation with countries around the Mediterranean, and it will help would-be members of the EU to prepare for membership. What is the role of the EU citizen in all of this? The fifth priority of the European Committee of the Regions is to strengthen the EU's relationship with its citizens. A fuller, richer dialogue is needed between the EU's institutions, its citizens and local and regional authorities. The European Committee of the Regions will demonstrate how the EU can improve the lives of individuals and their communities.^Economic growth, a strong local economy, a stronger local voice in policymaking, a more stable international and regional environment, and a fuller voice in EU affairs: these are concerns that the average EU citizen has and that the European Committee of the Regions will pursue to achieve.

Book excerpt: The European Committee of the Regions (the CoR) is a Political Assembly composed of 658 elected representatives of Local and Regional Authorities (LRAs) (329 Members and 329 Alternates), representing one million EU politicians elected at local and regional level. The Committee contributes to the EU policy shaping and decision-making process from the viewpoint of the LRAs. At the same time, the Committee's Members contribute to make the Union more effective and closer to the citizens by implementing EU law and communicating on the Union's policies on the ground. LRA are responsible for one third of public spending and two thirds of public investment hold competencies in key areas such as education, economic development and cohesion, environment, social protection, health and services of general interest in many Member States. Furthermore, the LRAs are also implementing about 70% of European legislation and programmes. Cooperation between the local, regional, national and European levels is the best response to common challenges. A European Union that takes into account local and regional needs and concerns, increases the legitimacy of its legislation, improves ownership and achieves greater added-value and effectiveness on the ground for the benefit of citizens. To this end, the CoR works closely with the European Commission, the European Parliament and the Council of the European Union, as well as with the various tiers of government in the Member States. The present CoR Annual Operational Working Plan for 2023 is marked by the implementation of the political priorities that were adopted by the CoR for its 2020-2025 term of office. These priorities are streamlined into the work of all the CoR's bodies and guide its outreach and communication activities.

The European Committee of the Regions (CoR) is the only European institution through which regional and local politicians participate in European decision-making processes. Its task is to assess in concrete terms how European Union legislative projects will affect citizens in the regions and cities. The members of the CoR are committed to ensuring that the concerns, needs and challenges of the regions and cities and thus of the citizens on the ground are heard in Brussels. The 24 full and 24 alternate members of the German delegation to the CoR are representatives of the Länder and local authorities, legitimised by elections. They vote on CoR decisions in the plenary assembly. At the same time, they participate actively in the six CoR commissionsss and constitute three members of the CoR Bureau, which decides on the CoR's political priorities. In this brochure, we present the members of the German delegation and their work in the CoR. The brochure is published on the occasion of the German Presidency of the Council of the European Union in the second half of 2020. The agenda of this Presidency is focused on issues that will have an impact well beyond the six months of the German Presidency. Major challenges set the course for the future of the European Union. The Conference on the Future of Europe is a key instrument and a unique opportunity for the European Union to reflect on its future structure, its political objectives and the relationship with its citizens. For the CoR, the key question is the role of regions and cities in the future European Union. Regional and local politicians play a crucial role in the relationship between the European Union and its citizens. Metaphorically speaking, they are the hinge between these two levels. The members of the CoR combine their regional or local function in their home country with the task of making their expertise and the voice of the people on the ground heard in European politics. At the same time, they communicate the political decisions of the European Union to the regional and local level. In my view, the European Union can only become stronger if greater importance is attached to this mediating function of regional and local politicians in its future structure.

Book excerpt: The European Union (EU) is a political and economic partnership that represents a unique form of cooperation among sovereign countries. The EU is the latest stage in a process of integration begun after World War II, initially by six Western European countries, to foster interdependence and make another war in Europe unthinkable. The EU currently consists of 28 member states, including most of the countries of Central and Eastern Europe, and has helped to promote peace, stability, and economic prosperity throughout the European continent. The EU has been built through a series of binding treaties. Over the years, EU member states have sought to harmonize laws and adopt common policies on an increasing number of economic, social, and political issues. EU member states share a customs union; a single market in which capital, goods, services, and people move freely; a common trade policy; and a common agricultural policy. Nineteen EU member states use a common currency (the euro), and 22 member states participate in the Schengen area of free movement in which internal border controls have been eliminated. In addition, the EU has been developing a Common Foreign and Security Policy (CFSP), which includes a Common Security and Defense Policy (CSDP), and pursuing cooperation in the area of Justice and Home Affairs (JHA) to forge common internal security measures. Member states work together through several EU institutions to set policy and to promote their collective interests. In recent years, however, the EU has faced a number of internal and external crises. Most notably, in a June 2016 public referendum, voters in the United Kingdom (UK) backed leaving the EU. The pending British exit from the EU (dubbed "Brexit") comes amid multiple other challenges, including the rise of populist and to some extent anti-EU political parties, concerns about democratic backsliding in some member states (including Poland and Hungary), ongoing pressures related to migration, a heightened terrorism threat, and a resurgent Russia. The United States has supported the European integration project since its inception in the 1950s as a means to prevent another catastrophic conflict on the European continent and foster democratic allies and strong trading partners. Today, the United States and the EU have a dynamic political partnership and share a huge trade and investment relationship. Despite periodic tensions in U.S.-EU relations over the years, U.S. and EU policymakers alike have viewed the partnership as serving both sides' overall strategic and economic interests. EU leaders are anxious about the Trump Administration's commitment to the EU project, the transatlantic partnership, and an open international trading system-especially amid the Administration's imposition of tariffs on EU steel and aluminum products since 2018 and the prospects of future auto tariffs. In July 2018, President Trump reportedly called the EU a "foe" on trade but the Administration subsequently sought to de-escalate U.S.-EU tensions and signaled its intention to launch new U.S.-EU trade negotiations. Concerns also linger in Brussels about the implications of the Trump Administration's "America First" foreign policy and its positions on a range of international issues, including Russia, Iran, the Israeli-Palestinian conflict, climate change, and the role of multilateral institutions. This report serves as a primer on the EU. Despite the UK's vote to leave the EU, the UK remains a full member of the bloc until it officially exits the EU (which is scheduled to occur by October 31, 2019, but may be further delayed). As such, this report largely addresses the EU and its institutions as they currently exist. It also briefly describes U.S.-EU political and economic relations that may be of interest.
