It describes a community in search of political survival amidst an ever-changing climate, and the fluctuating fortunes it had in dealing with the rise of Indian nationalism, the local political nuances of that rise, and its own changing position as part of the wider Muslim community in India. The book argues that Partition and the foundation of Pakistan in 1947 were neither the goal nor the necessarily inescapable result of the growth of communal politics and sentiment, and analyses the post-1947 constructions of events leading to Partition. Neither the fact of Muslim communalism per se before 1947 nor the existence of separate Muslim electorates provide an explanation for Pakistan. The book advances the theory that micro-level studies of the operation of the former, and the defence of the latter, in British India can lead to a better understanding of the origins of communalism. The book makes an important contribution to understanding and dealing with the complexities of communalism — be it Hindu, Muslim or Christian — and its often tragic consequences.

Book excerpt: Roughly 200 million today, Indian Muslims are greater than the population of Britain and France or Germany put together. According to the Indian Constitution, Indian Muslims are treated as political equals, which is what India’s secular polity promised after its independence, encouraging more than 35 million Indian Muslims at the time of Partition to choose India as their motherland over Pakistan. However, the supposed relationship of equality between Hindus and Muslims as scripted in the constitution is being increasingly replaced by the domineering tendencies of a Hindu majority in India today. The author describes the current state and position of Indian Muslims (the seeds for which were sown when the BJP came to power in 2014) as the thirdpolitical moment; the second he believes was in 1947 when the community was given equal status in the Indian Constitution; and the first, was in 1857 when Indian Muslims learnt to live under the British colonial state. As he states, there is no denying that political circumstances for Indian Muslims were not completely ideal or full of democratic energy prior to the rise of the Hindu Right since the late 1980s. With numerous layers defined by language, ethnicity, region, etc., Muslims have the most heterogeneous identity, representing India’s quintessential diversity. And yet, Muslims are perceived as the most enduring well-grounded threat to the majoritarian project of the Hindu Rashtra. Indian Muslims are perceived or presented as perpetrators of violence and violators of law, even if they are at the receiving end. They are viewed as an internal enemy, who need to be dealt with for political, social, historical, and ideological reasons. Going forward, the community must formulate the language of democratic rights of Indian Muslims as equal citizens and define the ethics of human dignity in their struggle to reassert their place in India’s political power structures at all levels: from panchayat to Parliament. While the economic future or cultural rights of Indian Muslims have been debated since 1947, it is the political future that demands attention because only as an equal and participatory community in the politics of the nation, can economic and cultural futures be addressed. This book explores the political future of Indian Muslims in this context. From Shaheen Bagh to Hindu-Muslim riots, from the unique position of Muslim women in India to the Sachar Report and the Muslim backwardness debate, Mujibur Rehman analyses, confronts and discusses the urgent concerns of Indian Muslims in a manner that is nuanced and globally relevant.

Divided in three parts, the volume cumulatively presents an initial framework for the study of Muslim communities in India embedded in different regional and local contexts. The first part focuses on ethnographies of three Muslim communities (Kuchchhi Jatt, Irani Shia and Sidis) and their relationships with others, with shifting borders and frontiers; part two examines the issue of ‘caste’ of certain Muslim communities; and the third part, containing chapters on Tamil Nadu, Andhra Pradesh, Mumbai and Gujarat, looks at the varied responses of Muslims as Indian citizens in regional contexts at different historical moments. Although these works are considerably a few and their importance has been slighted by the coming generations as per the ever-evolving standards of historicity, they could set a paradigm in this area of historical exploration. Tuhfatul Mujahidin and Fatah al-Mubeen in the days of yore and Roland Miller’s Mappila Muslims of Kerala in the last century are among the paradigmatic texts which Other Books has either published or will soon publish. Classical works like Tuhfa and Fatah al-Mubeen are the masterpieces which resist any overlooking as per any standards of historical analysis, chiefly because they speak of the space and time in which their authors encountered the bloody enactment of a historical event: Gama’s arrival on the coast of Malabar. All other events preceding 1498 are narrated in these works in relation to or in the context of that apocalyptic coup d’etat. By publishing JBP More’s Origin and Early History of the Muslims of Keralam-700 AD 1600 AD, we would like to shed as much light as possible on the history preceding, as well as the history of more than a century succeeding, Gama’s arrival on the coast of Malabar. We have the same objective behind publishing the Malayalam translation of Roland E Miller’s Mappila Muslims, which too comes out all but simultaneously. As befitted a historian, More has gone through several sources, which he has duly footnoted, in the analysis of historical events narrated in the work. We hope these works will serve as lighthouses to guide explorations in the sea of literatures and oral narratives, chronicled or yet to be chronicled, on the history of Malabar and Mappilas. Since these works are second-hand sources, we request you to subject their historicity to scrutiny more than we do the historicity of classics. For example, a section of this book deals with Cheraman Perumal’s conversion into Islam- an incident in the history of Kerala which elicits many questions from academics and historians on its chronology and the nature of incident. Author’s discussion of the incident may not be agreeable to many readers. For example, in page 112 of the book, the author states that ‘if the prophet had really met Cheraman Perumal it would have been mentioned in the Hadith literature’. But in Al- Musthadrak of Hakim (1002- 03), a collection of ahadith, the following event is reported on the authority of Abu Saeed Al-Khudri, one of the famed companions of the Prophet and widely remembered Helper (Ansar) who has reported around 1170 prophetic narrations: "A king from India presented the messenger, a bottle of ginger, which the messenger handed to his companions for eating. He gave me some, too". The Indian king is believed to be Cheraman Perumal based on the analysis of narration. However, Other Books aims to bring out and strengthen many and varied discources on otherwise less discussed issues in the history of Kerala. We hope those readers will judiciously collate their data, compare them with the author’s sources and form an opinion accordingly.

Book excerpt: For more than century before World War II, traders, merchants, financiers, and laborers steadily moved between places on the Indian Ocean, trading goods, supplying credit, and seeking work. This all changed with the war and as India, Burma, Ceylon, and Malaya wrested independence from the British empire. Set against the tumult of the postwar period, Boats in a Storm centers on the legal struggles of migrants to retain their traditional rhythms and patterns of life, illustrating how they experienced citizenship and decolonization. Even as nascent citizenship regimes and divergent political trajectories of decolonization papered over migrations between South and Southeast Asia, migrants continued to recount cross-border histories in encounters with the law. These accounts, often obscured by national and international political developments, unsettle the notion that static national identities and loyalties had emerged, fully formed and unblemished by migrant pasts, in the aftermath of empires. Drawing on archival materials from India, Sri Lanka, Myanmar, London, and Singapore, Kalyani Ramnath narrates how former migrants battled legal requirements to revive prewar circulations of credit, capital, and labor, in a postwar context of rising ethno-nationalisms that accused migrants of stealing jobs and hoarding land. Ultimately, Ramnath shows how decolonization was marked not only by shipwrecked empires and nation-states assembled and ordered from the debris of imperial collapse, but also by these forgotten stories of wartime displacements, their unintended consequences, and long afterlives.
