In the context of post-conflict peacebuilding, the idea of local ownership is based upon the premise that no peace process is sustainable in the absence of a meaningful degree of local involvement. Despite growing recognition of the importance of local ownership, however, relatively little attention has been paid to specifying what precisely the concept means or how it might be implemented. This volume contributes to the ongoing debate on the future of liberal peacebuilding through a critical investigation of the notion of local ownership, and challenges conventional assumptions about who the relevant locals are and what they are expected to own. In December 1995, the Dayton Agreements ended the war in Bosnia and Herzegovina and established a fragile peace between the former conflict parties. The settlement seemed morally wrong and politically impracticable, but still necessary in order to end violence of a scale and intensity not seen in Europe since the end of the Second World War. The leading contributors conclude that internationalized state-building can only serve well in the stabilization of states emerging from conflict if it draws on a well-balanced approach of consociational techniques, moderated by integrative policies, tempered by a wider regional outlook and sustained by resourceful and skilled international involvement. The experience of Bosnia and Herzegovina may not have scored full marks in all of these categories, but important lessons can be gleaned for other similar contemporary and future challenges that the international community no doubt will have to face. The contributions argue that disregarding socio-economic aspects of peace and how they relate to the everyday leaves a vacuum in the understanding of the formation of post-conflict economies. To address this gap, the book outlines and deploys the concept of ‘post-conflict economy formation’. This is a multifaceted phenomenon, including both formal and informal processes that occur in the post-conflict period and contribute to the introduction, adjustment, or abolition of economic practices, institutions, and rules that inform the transformation of the socio-economic fabric of the society. The contributions engage with existing statebuilding and peacebuilding debates, while bringing in critical political economy perspectives. Specifically, they analyse processes of post-conflict economy formation and the navigation between livelihood needs; local translations of the liberal hegemonic order; and different, sparse manifestations of welfare states. The book concludes that a sustainable peace requires the formation of peace economies: economies that work towards reducing structural inequalities and grievances of the (pre-)conflict period, as well as addressing the livelihood concerns of citizens. Twenty years after the beginning of the Dayton peace accords, we need to summarize the results: the author shares the general agreement in public opinion, according to which the process is a failure. Pehar presents a broad, yet sufficiently detailed, view of the entire peace agreement implementation that preserves 'the state of war,' and thus encourages the war-prone attitudes in the parties to the agreement. He examines the political and narratological underpinnings to the process of the imposed international (predominantly USA) interpretation of the Dayton constitution and peace treaty as a whole. The key issue is the – perhaps only semi-consciously applied – divide ut imperes strategy. After nearly twenty years, the peace in document was not translated into a peace on the ground because, with regard to the key political and constitutional issues and attitudes, Bosnia remains a deeply divided society. The book concludes that the international supervision served a counter-purpose: instead of correcting the aberration and guarding the meaning that was originally accepted in the Dayton peace treaty, the supervision approved the aberration and imposed it as a new norm under the clout of 'the power of ultimate interpretation.'

Peacebuilding literature in this context has accounted for political dynamics, while all too often omitting economic factors. Consequently, analysis of peacebuilding and development in Bosnia has been siloed since the country suspended post-war reconstruction activities in the early 2000s. In order to fill an analytic gap in the literature of peacebuilding in Bosnia, this study will examine the economic determinants of conflict risks post-Dayton. Quantitative and qualitative research methods have been applied to evaluate the ways in which economic factors influence post-war conflict risks in the country. We argue that within the national context, economic motivations have informed bargaining relationships that have produced conflictual discourse. Within the local context, economic conditions appeared to both reinforce and mitigate structural violence. Vertical and horizontal conflict have thus become institutionalized throughout Bosnia, creating a turbulent environment for potential reforms, policies, and interventions. Education reform and tax reform emerge as two examples of piecemeal interventions that could incrementally improve economic conditions while mitigating conflict risks.
