The contributions argue that disregarding socio-economic aspects of peace and how they relate to the everyday leaves a vacuum in the understanding of the formation of post-conflict economies. To address this gap, the book outlines and deploys the concept of ‘post-conflict economy formation’. This is a multifaceted phenomenon, including both formal and informal processes that occur in the post-conflict period and contribute to the introduction, adjustment, or abolition of economic practices, institutions, and rules that inform the transformation of the socio-economic fabric of the society. The contributions engage with existing statebuilding and peacebuilding debates, while bringing in critical political economy perspectives. Specifically, they analyse processes of post-conflict economy formation and the navigation between livelihood needs; local translations of the liberal hegemonic order; and different, sparse manifestations of welfare states. It was also the most internationalized, attracting a vast contingent of aid workers, UN soldiers, journalists, smugglers, and embargo-busters. The city took center stage under an intense global media spotlight, becoming the most visible face of post-Cold War conflict and humanitarian intervention. However, some critical activities took place backstage, away from the cameras, including extensive clandestine trading across the siege lines, theft and diversion of aid, and complicity in the black market by peacekeeping forces. In Blue Helmets and Black Markets, Peter Andreas traces the interaction between these formal front-stage and informal backstage activities, arguing that this created and sustained a criminalized war economy and prolonged the conflict in a manner that served various interests on all sides. Although the vast majority of Sarajevans struggled for daily survival and lived in a state of terror, the siege was highly rewarding for some key local and international players. This situation also left a powerful legacy for postwar reconstruction: new elites emerged via war profiteering and an illicit economy flourished partly based on the smuggling networks built up during wartime. Andreas shows how and why the internationalization of the siege changed the repertoires of siege-craft and siege defenses and altered the strategic calculations of both the besiegers and the besieged. The Sarajevo experience dramatically illustrates that just as changes in weapons technologies transformed siege warfare through the ages, so too has the arrival of CNN, NGOs, satellite phones, UN peacekeepers, and aid convoys. Drawing on interviews, reportage, diaries, memoirs, and other sources, Andreas documents the business of survival in wartime Sarajevo and the limits, contradictions, and unintended consequences of international intervention. Concluding with a comparison of the battle for Sarajevo with the sieges of Leningrad, Grozny, and Srebrenica, and, more recently, Falluja, Blue Helmets and Black Markets is a major contribution to our understanding of contemporary urban warfare, war economies, and the political repercussions of humanitarian action.

Reconsidering existing knowledge on the civil conflict and peacebuilding processes in particular, it empirically presents the relationships between conflict dynamics and citizens’ norms, values, and preferences in the post-conflict context. Once it occurs, civil conflict brings enormous suffering on the local society. As a consequence of wartime coercion and violence that tear it apart, citizens come to harbor fear, distrust, and hatred of others, especially of those who are in different sociopolitical groups. This can significantly alter the pre-conflict norms and values of the citizenry and make reconciliation difficult across groups in the aftermath of the conflict. To tackle these problems, post-conflict peacebuilding should be well designed so that it can widely cover and sufficiently deal with conflict-affected citizens. This approach urges us to pay serious attention to the individual-level impact of the conflict process and dynamics. The importance of micro-level analysis does not disregard that of normative and/or macro-level approaches to the development of peacebuilding policies. However, the micro-level approach is better able to capture wartime civil–military relations that largely vary between individuals. The book is aimed at linking academic knowledge with policy development in peacebuilding. To reflect existing policy frameworks in peacebuilding, the implications of micro-evidence-based studies for conflict-affected societies are discussed here. A bottom-up approach pursued throughout this book allows us to elaborate desirable policy schemes for peacebuilding that conform to local contexts.

Book excerpt: In November 2007 Adam Moore was conducting fieldwork in Mostar when the southern Bosnian city was rocked by two days of violent clashes between Croat and Bosniak youth. It was not the city's only experience of ethnic conflict in recent years. Indeed, Mostar’s problems are often cited as emblematic of the failure of international efforts to overcome deep divisions that continue to stymie the postwar peace process in Bosnia. Yet not all of Bosnia has been plagued by such troubles. Mostar remains mired in distrust and division, but the Brcko District in the northeast corner of the country has become a model of what Bosnia could be. Its multiethnic institutions operate well compared to other municipalities, and are broadly supported by those who live there; it also boasts the only fully integrated school system in the country. What accounts for the striking divergence in postwar peacebuilding in these two towns?Moore argues that a conjunction of four factors explains the contrast in outcomes in Mostar and Brcko: The design of political institutions, the sequencing of political and economic reforms, local and regional legacies from the war, and the practice and organization of international peacebuilding efforts in the two towns. Differences in the latter, in particular, have profoundly shaped relations between local political elites and international officials. Through a grounded analysis of localized peacebuilding dynamics in these two cities Moore generates a powerful argument concerning the need to rethink how peacebuilding is done—that is, a shift in the habitus or culture that governs international peacebuilding activities and priorities today.

The author draws upon archival material to undermine the fetishization of ethnicity as a determining category that often underpins journalistic and scholarly accounts of post-war Bosnia. By retracing and repairing separations between individual and collective remembrance, and by complicating linear and monolithic conception of this process, the narratives in the book actively contest reductionist and instrumentalist accounts of the civil war in Bosnia. Previous RAND studies of nation-building focused on external interveners' activities. This volume shifts the focus to internal circumstances, first identifying the conditions that gave rise to conflicts or threatened to perpetuate them, and then determining how external and local actors were able to modify or work around them to promote enduring peace. It examines in depth six varied societies: Cambodia, El Salvador, Bosnia and Herzegovina, East Timor, Sierra Leone, and the Democratic Republic of the Congo. It then analyzes a larger set of 20 major post-Cold War nation-building interventions. The authors assess the risk of renewed conflict at the onset of the interventions and subsequent progress along five dimensions: security, democratization, government effectiveness, economic growth, and human development. They find that transformation of many of the specific conditions that gave rise to or fueled conflict often is not feasible in the time frame of nation-building operations but that such transformation has not proven essential to achieving the primary goal of nation-building -- establishing peace. Most interventions in the past 25 years have led to enduring peace, as well as some degree of improvement in the other dimensions assessed. The findings suggest the importance of setting realistic expectations -- neither expecting nation-building operations to quickly lift countries out of poverty and create liberal democracies, nor being swayed by a negative stereotype of nation-building that does not recognize its signal achievements in the great majority of cases."--Page 4 of cover.
