It examines in detail what are self-evidently among the more tangible legacies from the era of slavery presently manifest in the region: the pattern, structure and decline of the sugar economy in the French and Commonwealth Caribbean; the continuing influence of Britain in the pre- and post-independence political systems of the Commonwealth Caribbean, as well as of France over its Caribbean possessions; and the retention and adaptation of cultural forms derived from colonial practice as variously exhibited in the educational and ideological beliefs current within the region. These essays offer provocative insights and report intriguing parallels between the British and French experiences in the region. They also offer new interpretations of the processes at work in the area and confirm the utility of the comparative approach in appraising its problems.

Available in PDF, EPUB and Kindle. Book excerpt: Tennyson S. D. Joseph builds upon current research on the anticolonial and nationalist experience in the Caribbean. He explores the impact of global transformation upon the independent experience of St. Lucia and argues that the island's formal decolonization roughly coincided with the period of the rise of global neoliberalism hegemony. Consequently, the concept of “limited sovereignty” became the defining feature of St. Lucia's understanding of the possibilities of independence. Central to the analysis is the tension between the role of the state as a facilitator of domestic aspirations on one hand and a facilitator of global capital on the other. Joseph examines six critical phases in the St. Lucian experience. The first is 1940 to 1970, when the early nationalist movement gradually occupied state power within a framework of limited self-government. The second period is 1970 to 1982 during which formal independence was attained and an attempt at socialist-oriented radical nationalism was pursued by the St. Lucia Labor Party. The third distinctive period was the period of neoliberal hegemony, 1982-1990. The fourth period (1990-1997) witnessed a heightened process of neoliberal adjustment in global trade which destroyed the banana industry and transformed the domestic political economy. A later period (1997-2006) involved the SLP's return to political power, resulting in tensions between an earlier radicalism and a new and contradictory accommodation to global neoliberalism. The final period (2006-2010) coincides with the onset of a crisis in global neoliberalism during which a series of domestic conflicts reflected the contradictions of the dominant understanding of sovereignty in narrow, materialist terms at the expense of its wider anti-systematic, progressive, and emancipator connotations.

Book excerpt: England's former east Caribbean islands and the U.S. Virgin Islands have evolved as constitutional democracies with a mix of open market capitalism and socialist government oversight to shield their people from runaway private enterprise. These are unique achievements for small states fighting for survival in a world of mega power politics. They have against many odds tenaciously clung to their independence, have been able to hold their own in the international corridors of power and have even been successful in growing their economies. The problem is that in the approximately half century since these states have become self-governing, they have been unable to close their income gaps with their more industrialized trading and investment partners in North America, Europe and Asia. Why this income gap continues to exist and how it is being addressed are the issues addressed in this book. This book argues that this existing income inequality in the islands is a consequence of the unequal footing they suffered during the colonial era and is being prolonged by current economic policies and programs encouraged by their own governments in conjunction with those of their major trading partners.
