Rather than viewing these transformations in isolation, the authors place their analyses within the global context by reflecting on the interaction between Soviet legacies and global education reform pressures in the Central Asian countries of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. This new edition, in addition to a revised introduction and a newly added conclusion, consists of four thematic sections, each reflecting a key theme in the educational life of the Central Asian states. These thematic sections, introduction and conclusion collectively update our understanding of the recent developments and challenges in education of the five Central Asian states. They, however, go beyond mere information update, so as to complicate, re-engage, re-form and re-define the margins, taking up ‘margins’ a conceptual, geographic, cultural, and geo-political construct. Without some of the neo-liberal reforms recommended by the "Washington Consensus" and with an authoritarian presidency, Uzbekistan, the largest of these countries, has nevertheless achieved modest economic growth, stability, and a relatively impressive degree of income equality. The country has also preserved its economic and political independence from the great powers — Russia, China, and the USA — who are rivals for influence and energy in Central Asia. Human rights have been poorly enforced, though occasional thaws have also taken place. In second half of the book features a comparative analysis of four Central Asian states, all super-presidential authoritarianisms but with very different resource endowments and external commitments. A separate chapter deals with the energy resources of the region and the challenges of bringing oil and gas to the world market, and the question of whether Central Asian states will return to the Russian sphere of influence or seek closer ties with Asia or Europe is examined. The book concludes with prospects for future political and economic progress in the key Central Asian states.

The book goes on to look at how identity is a major factor in the country, shaped to a large extent by genealogical factors and patron-client mechanisms on the one hand, and religious considerations on the other. Finally, it highlights how education has been perceived as a very influential agent of socialization that develops not only literacy and other skills, but also common attitudes and values that are considered essential to any society. By evaluating these three areas, the book argues that Kyrgyzstan cannot isolate itself from the demands, priorities and pressures of international actors, which sometimes are in conflict with the country’s domestic conditions. It is of interest to students and scholars of Asian Studies, Politics and International Relations.

Provided that an ultimate vision of educational development and cooperation in the twenty-first century would be to develop indigenous capacity in engineering education reforms, this book analyzes the overall education reform context and capacity, including the status of sector program support using the sector-wide approach (SWAp)/program-based approach (PBA) in developing countries. We also address how different stakeholders have been interacting in order to promote equitable access to quality education, particularly from the perspectives of capacity development under the system of decentralization.

It defies the transitology assumption of continuity, linearity and dichotomy of formal and informal in the transformation of the state. Contrary to the conventional approaches, it claims that any social order or its political scaffolding, the state, is always incomplete and we need to develop cognitive maps to better understand that incompleteness. It reflects on the social practices, processes and patterns that evolve as a non-linear result of three sets of factors: those that are historical, external, and elite-driven. Three Central Asian states - Uzbekistan, Tajikistan, and Kyrgyzstan - are examined here comparatively as case studies, as Central Asia represents an interesting terrain to challenge conventional understanding of the state. Specifically, the book captures a paradox at hand: how come three states, which made different political, economic, cultural, and social choices at the outset of their independence in the 1990s, have ended up as so-called “weak states” in the 2000s and onwards? This puzzle can be better understood through looking at the relationship among three main sets of factors that shape state-building processes, such as history, external actors, and local elites. This book applies an interdisciplinary approach, combining political anthropology, political economy, sociology, and political science.
