Specifically, I analyze the consequence of climate politics on climate change regulations at national and global levels. The first chapter, "Climate Finance under Conflicts and Renegotiations: A Dynamic Contract Approach," proposes a model of financing two types of climate change projects---adaptation and mitigation---in developing countries. The model in the first chapter considers climate funds (e.g. the Green Climate Fund) as the financial mechanism to provide funding to developing countries. The model demonstrates the consequences of conflicts and renegotiations between rich and poor countries on long-term climate funding dynamics. The second chapter, "Social Media Campaigns, Lobbying and Legislation: Evidence from #climatechange/#globalwarming and Energy Lobbies," estimates the competition between social media campaigns and fossil fuel lobbying on climate change legislation in the U.S., showing that social media contributes to political polarization on climate-unfriendly bills on which the fossil fuel industry exerted the lobbying pressure during the 113-115th U.S. Congresses (2013-2018).

Drawing from more than 25 case studies, it shows that there is no single recipe or "manual" for reform, given diverse contexts and serendipity in any reform effort. But three broad lessons emerge. The first is to recognize and seize opportunities for reform. Crisis and new governments are important catalysts, but so is the competition generated by trade integration and new benchmarking information. The second is to invest early in the politics of reform. Central to this process is using education and persuasion strategies to gain wider acceptance and neutralize opponents. Pilot programs can be valuable for demonstrating the benefits and feasibility of change. And the third is to pay greater attention to implementation and monitoring. This does not require full scale public management reforms. Reformers can draw on private sector change management techniques to revitalize public institutions responsible for implementation. Given the cross-cutting nature of reform, new oversight mechanisms may be needed to monitor and sustain reform. Acknowledging the interlinkages and linking development and climate change policies, could increase the effectiveness and efficiency of political efforts. The paper, furthermore, discusses market-based instruments, especially Emission Trading Schemes as policy alternatives as well as the potential merits for circumventing and solving institutional problems experienced in climate cooperation. We discuss the political economic challenges affecting the implementation and operation of (a global) scheme.
