Book excerpt: Excerpt from The Political Blue Book, 1905: An Official Manual of Buffalo and Erie County, New York, Containing a Review of Erie County Politics, Brief Sketches of the Duties of the Departments, Bureaus and Offices, Also a Roster of the Officials and Employees Buffalo grew to be a flourishing settlement many years previous to 1821. It was in March, 1803, that the first town meeting and election was held. A very interesting account of this political transaction is furnished by the Buffalo Historical Society. The primitive tavern, where the election was called to take place proved inadequate and polls were opened out of doors. Voting was done by the electors standing in line, with their candidate at the head a rather crude but effective way, with very little chance for fraudulent voting. At this meeting the following offices were created and filled: Supervisor, Assessor, Overseer of Poor, Collector, Constable and Overseer of Highways. But a few years later the government appointed a Collector of Customs for this district and the office of Sheriff was created about this time. The public offices of Congressman, Assemblyman, County Clerk, etc., were filled in the order named, and politics soon grew to be-ah important factor in the lives of these settlers. The burning of Buffalo by the British in, 1813 all but wiped it from the map. It was rapidly rebuilt, however, and the year 1821, when the County of Erie was created, saw Buffalo a most progressive village. Book excerpt: When Charles Evans Hughes defeated William Randolph Hearst for the governorship of New York in 1906, the New York State Republican Party was split between the remnants of the rural, conservative Platt political machine in Albany and the forces loyal to the progressive, energetic President and former New York Governor, Teddy Roosevelt. Although Hughes owed his nomination largely to Roosevelt's desire to weaken conservative influences, the aloof and independent governor's moral idealism and legal experience led him to positions more liberal and unyielding than even Roosevelt could endorse.In this thorough study of Hughes's two terms as governor, Robert F. Wesser depicts the tensions of conservativism and liberalism, corruption and moral indignation, which rent the state government under his administration.
