Book excerpt: Excerpt from Observations Upon the Natural History of Epidemic Diarrhoea The causative agencies from which springs the plentiful harvest of child mortality in large cities may be conceived as a felted mass of rootlets almost inextricably intertwined. Those of poverty, bad housing, bad feeding, and neglect, may be severally recognized, but the extent of their interrelations with actual respiratory and alimentary disease - those to which the greater part of the mortality is referred - can be traced only with difficulty. It is the object Of this work to aid ln the labour of cutting away the matrix and entangling fibres and to lay bare the hidden ramifications of at least one important causative agency - epidemic diarrhoea. This affection - if we accept provisionally the more novel and generally favoured conception. As to its nature - is revealed as something very like an ordinary infectious disease, and one which permeates all classes, while the excessive mortality it gathers round itself in urban centres must be regarded as something superadded, owing to the vicious circle it forms with those baneful conditions of slum life mentioned above. On the other hand, its peculiarly intimate association with the circum stances of domestic life, from the continual faecal pollution of the interior of the household by infants and others, tends to make it more so than other affections of the kind peculiarly a class disease, and an especial scourge of dirty neighbourhoods. Dirty towns may however be saved from excessive mortality by a high percentage of breast feeding. A notable point in the interesting comparison that can be drawn between diarrhoea and typhoid fever is that, in accordance with their peculiarly opposite age-incidence curves, the marked and habitual depositing of infectious excreta within the household in the former disease may make the question of water-closet versus conservancy pan a matter of far less importance than in the latter. There has been much bitter feeling against the American press among the pro-Germans in this country, and among the Germans in the Fatherland. Without, unfortunately, being able to affirm that Germany has received fair treatment, the author wishes to bear testimony to the fact that the spirit of fair play has nevertheless been more prevalent here than in some of the other neutral states. When the war is over the knowledge that articles like these appeared week after week, and at times when the passions were highest, in a distinctly pro-Allies paper of such importance as the Boston Transcript will take some of the sting out of the charge of unfairness made against the American press. The defenders of the good name of Germany, had to contend against great odds, but they were not entirely denied the opportunity of pleading their case, as happened in other countries. In this connection it is only right to state that not once during the thirty weeks that the author was asked by the owner and managing editor of the Boston Transcript to contribute his weekly "Viewpoints," was any request made or any pressure brought to bear upon him to lessen his freedom of expression. On the contrary, the author had an absolutely free hand, and his articles were printed as he had written them. This implies a degree of generosity which it would be difficult to duplicate outside of the United States of America. The method employed has been to take a leading thinker or statesman representing a distinct school or point of view, to expound the ideas which he taught or upon which he acted, and to connect with this biographical nucleus cognate systems of thought. For example, the study of Rousseau and the Rights of Man discusses the philosophy of political rights expounded by Rousseau, and connects it with the question of slavery. By the choice of typical examples an attempt has been made to illustrate the main currents of political and social thought in recent tinies. In each instance the aim has been to state the case fairly from the point of view of the thinker or statesman selected, and to indicate opposing views. The object is'to make diverse modes of thinking understood, not to advocate any particular one. If the book professed to be either a comprehensive his tory of events or a complete exposition of political thought it would certainly fail to satisfy reasonable requirements in either direction. But it has a more modest purpose. It selects twenty-four men, each of whom is representative of some particular way of looking at things, and in consider ing their personality presents a critical view of their out look and philosophy. Therefore, an endeavor has been made to present a vivid narrative of military cam paigns, rather than a mere colorless summary. Teachers will find the story of the campaigns of the Civil War narrated from the geographical point of view, a method of approach which clears away the difficulties of the story when told merely as a chronology of events.
