This extensively updated second edition of a well-regarded reference illuminates the events of the last decade, including the acceptance of all three nations into the European Union in 2004. Although it concentrates on the 20th and 21st centuries, the wide-ranging work covers major historical currents that have swept through Europe from the age of the Crusades through two world wars and into modern times. Updates include events that have occurred since 2003, such as the area's declining birth rates and inflation problems that led to the European Union denying the adoption of the Euro in Lithuania. Book excerpt: After the fall of Communism in Central and Eastern Europe (CEE), the newly democratized countries of this region joined two main pan-European political and legal structures: the Council of Europe and the European Union. This book shows how the Eastward enlargement of these two structures fostered the 'constitutionalization' both of the Council of Europe and of the EU. Prompted by the enlargement of the Council of Europe and the admission of a number of countries which brought unique and often more substantial problems onto the Court's agenda, the main judicial body of the Council of Europe, the European Court of Human Rights, became a quasi 'constitutional court' of Europe. This book demonstrates that this was primarily as a result of the widening of its agenda and the resulting need to make activist decisions about the compatibility of national laws with the European Convention. In terms of the EU, the book shows that the enlargement (first prospective, and then, actual) has been an important agenda-setter for the constitutionalization of the EU; in particular, for openly placing the issue of fundamental rights on the EU agenda as a legitimate and indispensable matter of concern for the EU. But the 'constitutional synergies' were a two-way street: the accession to both pan-European structures has also affected the development of democratic constitutionalism in CEE states. It has raised difficult issues regarding the relationships between national sovereignty, democracy, and human rights that CEE policy makers have grappled with; these issues and responses by CEE member states have had implications for the 'old' EU member states as well. These dynamics are explored through various case studies, providing a new perspective on the development of legal norms and institutions within European supranational bodies.

The process of change continues. Its latest manifestation is the agreement between Russia and NATO, and NATO and EU enlargement is expected to take place over the next few years. With such far-reaching transformations, we need to reflect on what is hap pening. We need a more coherent picture of the new situation in Northern Europe and of where we are heading. This Yearbook is an attempt to fulfil this need. It will show how private citizens exploited the larger effects of contemporary globalization and the language of the Final Act to enlist the U.S. government in a global campaign against Soviet/Eastern European human rights violations. A careful examination of this development shows the limitations of existing literature on the Reagan and Carter administrations’ efforts to promote internal reform in USSR. It also reveals how the Carter administration and private citizens, not Western European governments, played the most important role in making the issue of human rights a fundamental aspect of Cold War competition. Even more important, it illustrates how each administration made the support of non-governmental human rights activities an integral element of its overall approach to weakening the international appeal of the USSR. In addition to looking at the behavior of the U.S. government, this work also highlights the limitations of arguments that focus on the inherent weakness of Soviet dissent during the early to mid 1980s. In the case of the USSR, it devotes considerable attention to why Soviet leaders failed to revive the international reputation of their multinational empire in face of consistent human rights critiques. It also documents the crucial role that private citizens played in shaping Mikhail Gorbachev’s efforts to reform Soviet-style socialism.

Book excerpt: This book analyzes the political experience of a small and unique American ethnic group-American Latvians. This community was constituted by post-World War II political refugees, who fled Communism and arrived in the United States seeking safety and protection. For decades, they insisted on preserving their ethnic identity and therefore did not call themselves Latvian Americans. Instead, they formed a distinctive double identity, that is, they blended into the American society economically and socially, but refused to become assimilated culturally and politically. The book offers a detailed look into the life of this community of political refugees, which also provides a novel perspective on the Cold War as experienced by certain ethnic groups. From a theoretical point of view, the book makes two major contributions. First, it reasserts the need to understand the generalized category of "white Americans" or "white ethnics" with more nuance and attention to differences, and, second, it strengthens the so-called realist claim that refugees are not like other immigrants. In order to achieve these goals, the book provides compelling descriptions and interpretations of the most politically relevant moments in the experience of American Latvians in the period between the 1950s and the 1990s. Concretely, the book deals with topics as the American Latvians' anti-communist activism, the impact of the hunt for Nazis on Latvian emigres, the Soviet Union's anti-emigre propaganda campaigns and the exiled Latvians' involvement in the politics of national liberation in Latvia. The author strives to reveal the complexity of the refugee experience in the United States during the Cold War and its aftermath. Since such aspects of the life of ethnic groups in the United States have not been sufficiently studied, this book makes a substantial contribution to a fuller understanding of American immigration history and sociology of ethnic groups. It is well written, expertly organized, and will be of interest to a large readership at many levels of academia.
