However, in a broad sense, the basic objectives of planning in India can be grouped under four heads: (a) Growth, (b) Modernisation, (c) Self-reliance and (d) Social justice. In one form or another, these objectives, albeit with varying emphasis, reflect the views of all sections of the population and represent a national consensus on the aims of planning. Since 1951, India has completed nine five year plans and the implementation of the Tenth Five Year Plan (2002-07) is underway. Part I of this work provides a detailed description and commentary on the processes and procedures of economic planning in India, in particular the institutional framework for planning, mechanism of transferring resources from the centre to the states for plan purposes, objectives of planning and an assessment of achievements.
