War, from the Western perspective, is not a solitary endeavor. Partnerships of all types serve as a foundation for the projection of power and the employment of force. These relationships among states provide the foundation upon which hegemony is built. Waging War argues that these institutions of interstate violence—not just the technology, capability, and level of professionalism and training of armed forces—serve as ready mechanisms to employ force. However, these institutions are not always well designed, and do not always augment fighting effectiveness as they could. They sometimes serve as drags on state capacity. At the same time, the net benefit of having this web of partnerships, agreements, and alliances is remarkable. It makes rapid response to crisis possible, and facilitates countering threats wherever they emerge. This book lays out which institutional arrangements lubricate states' abilities to advance their agendas and prevail in wartime, and which components of institutional arrangements undermine effectiveness and cohesion, and increase costs to states. Patricia Weitsman outlines what she calls a realist institutionalist agenda: one that understands institutions as conduits of capability. She demonstrates and tests the argument in five empirical chapters, examining the cases of the first Gulf War, Kosovo, Afghanistan, Iraq, and Libya. The first is that the Atlantic Alliance, also known as NATO, has become something very different from virtually all pre-1939 alliances and many contemporary alliances. The members of early alliances frequently feared their allies as much if not more than their enemies, viewing them as temporary accomplices and future rivals. In contrast, NATO members were almost all democracies that encouraged each other to grow stronger. The book's second theme is that NATO, as an alliance of democracies, has developed hidden strengths that have allowed it to endure for roughly 60 years, unlike most other alliances, which often broke apart within a few years. Democracies can and do disagree with one another, but they do not fear each other. They also need the approval of other democracies as they conduct their foreign policies. These traits constitute built-in, self-healing tendencies, which is why NATO endures.

The problem has elicited a variety of societal and public policy responses over the years, concomitant with fluctuations in the economy and changes in the demographics of and attitudes toward poor and disenfranchised citizens. In recent decades, federal agencies, nonprofit organizations, and the philanthropic community have worked hard to develop and implement programs to solve the challenges of homelessness, and progress has been made. However, much more remains to be done. Importantly, the results of various efforts, and especially the efforts to reduce homelessness among veterans in recent years, have shown that the problem of homelessness can be successfully addressed. Although a number of programs have been developed to meet the needs of persons experiencing homelessness, this report focuses on one particular type of intervention: permanent supportive housing (PSH). Permanent Supportive Housing focuses on the impact of PSH on health care outcomes and its cost-effectiveness. The report also addresses policy and program barriers that affect the ability to bring the PSH and other housing models to scale to address housing and health care needs.
