It argues that although many parliaments are elected under flawed or non-competitive elections, autocratic governments are nevertheless aware of the need to appear representative and accessible to the demands of citizens and that even limited parliaments manage to represent their voters, sometimes in ways not intended by the regime. The book examines how elites structure, manage and organize representation; how they foster the desired kind of representation; and how they limit the ways in which parliaments fulfil their representative functions. The book concludes that Kazakhstan is a more hegemonic form of autocracy and the Kyrgyz Republic a more competitive form and that the degree to which parliaments fulfil their representational functions and how much room for manoeuvre individual MPs have depends largely on how much parties control candidate selection and the daily schedule and administrative resources of parliaments.

A second chapter examines the Soviet constitutional system in depth as the womb of the Central Asian States. A third chapter completes the general picture by examining the constitutional influences of the 'new world order' of globalisation, neoliberalism, and good governance into which the five states were thrust. The remaining five chapters look in turn at the constitutional context of presidents and governments, parliaments and elections, courts and rights, society and economy and culture and identity. The enquiry probes the regional patterns of neo-Sovietism, plebiscitary elections, weak courts and parliaments, crony capitalism, and constraints on association, as well as the counter-tendencies that strengthen democracy, rights protection and pluralism. It reveals the Central Asian experience to be emblematic of the principal issues and tensions facing contemporary constitutional systems everywhere.

Financial conditions have tightened, and external imbalances are emerging. Real GDP growth slowed to an annualized 2 percent during the first quarter of 2015, down from about 4 percent in 2014 and 6 percent in 2013. In addition to weaker external demand, slower growth was driven by the impact of lower income and profitability and confidence effects on private consumption and domestic investment. Real GDP growth is projected to decelerate to 2 percent in 2015, owing to weaker demand from Russia and China, lower oil prices, confidence effects, and continuing delays in the Kashagan oil field.

Social and political changes brought by globalisation, migration and technological advances of the 21st century have generated a rise in the popularity of the utopian and philosophical idea of global citizenship. In response to the challenges of today’s globalised and interconnected world, such as inequality, human rights violations and poverty, global citizenship education has been invoked as a means of preparing youth for an inclusive and sustainable world. In recent years, the development of global citizenship education and the building of students’ global citizenship competencies have become a focal point in global agendas for education, international educational assessments and international organisations. However, the concept of global citizenship education still remains highly contested and subject to multiple interpretations, and its operationalisation in national educational policies proves to be challenging. This volume aims to contribute to the debate, question the relevancy of global citizenship education’s policy objectives and to enhance understanding of local perspectives, ideologies, conceptions and issues related to citizenship education on a local, national and global level. Book excerpt: This book analyses the presidentialization of parties in three countries of the post-Soviet space - Russia, Belarus and Kazakhstan - and the role of this phenomenon in their recent political history. The concept of presidentialization of politics means that parties tend to adjust by becoming ‘presidentialised’ in the sense that parties delegate their leaders-as- Presidents to shape both their electoral and governing strategies. The presidentialization of parties refers to institutional resources, constraints and opportunities. It can be also described both as centralization of leadership and a style of government, overlapping with that of personalization of politics that it consists of personal characteristics, attitudes, personal capital and charisma in making politics, instead. Since their introduction, the concept of presidentialization have been mostly analysed within the Western or other democratic countries. Very little attention, however, has been paid to the phenomenon presidentialization of political parties in non-democratic countries or in countries with a transitional form of government . This volume enhances our theoretical understanding of the political role of the Presidents of Russia, Kazakhstan and Belarus in controlling the legislative space and elected officials.

Book excerpt: This Financial System Stability Assessment highlights that the global financial crisis exposed serious bank vulnerabilities in Kazakhstan. The authorities successfully contained the ensuing systemic crisis, however, left unaddressed important weaknesses that continue to linger. The government has nationalized three of the largest banks and restructured their external obligations, thus preventing a collapse of the banking system. The banks’ solvency situation is adequate but somewhat fragile as a result of legacy problems. A faster transition to risk-based oversight is needed. The relative vulnerability of banks to shocks warrants increased emphasis on risk. This can be achieved through the adoption of more advanced risk-assessment tools and a more extensive use of stress test results for risk analysis. The financial safety net and resolution framework were upgraded during the crisis but need further adjustments. The government amended the resolution framework in 2009 to incorporate several desirable features such as restructuring, purchase and assumption, and bridge bank. However, during the crisis it bypassed the use of sequential crisis management tools and nationalized banks and restructured their external liabilities. The resolution framework suffers from the absence of special authority and requires the approval of depositors and creditors. Adjustments to the Emergency Liquidity Assistance framework are needed to limit its availability to solvent institutions.
