Consequently this paper analyzes GAM?s ideology, aims, internal structure, recruitment, financing, weapons procurement, and its military capacity. The focus of this study is on the recent past, as the fall of Suharto not only allowed the Indonesia government to explore avenues other than force to resolve the Aceh conflict, but also provided GAM with the opportunity to make some changes to its strategy and to transform itself into a genuinely popular movement. It will be argued here that the key to understanding GAM in the post-Suharto era and the movement?s decisions, maneuvers and statements during the three years of intermittent dialogue can be found in the exiled leadership?s strategy of internationalization. This strategy shows that for GAM the negotiations, above all, were not a way to find common ground with Jakarta but a means to compel the international community to pressure the Indonesian government into ceding independence.This is the second publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.

Defined as seals from Southeast Asia or used by Southeast Asians, with inscriptions in Arabic script, Malay seals constitute a treasure trove of data that can throw light on myriad aspects of the history of the Malay world, ranging from the nature of kingship, the administrative structure of states, the biographies of major personalities and the form of Islamic thought embraced, as well as on developments in the art and material culture of the region. This important reference work describes and analyses the Malay sealing tradition, carefully cataloguing more than 2,000 seals sourced from collections worldwide, primarily seal impressions stamped in lampblack, ink, or wax on manuscript letters, treaties, and other documents, but including some seal matrices made of silver, brass, or stone. These Malay seals originate from the present-day territories of Malaysia, Brunei, Singapore, and Indonesia as well as the southern parts of Thailand and Cambodia, and the Philippines, and date from the second half of the sixteenth century to the early twentieth century. Kelantan is the northernmost province on the east coast of Malaysia. It is considered to be the most orthodox area in a nation whose state religion is Islam. At the same time it must be noted that it borders to the north with the Buddhist country of Thailand and to the west is the Malaysian province of Perak whose jungles and mountains contain many “pagan” tribal traditions. Beyond Perak is Kedah with its larger Indian and Chinese populations and to the south is Trengganu where some Indonesian traits are still to be found. It is in this context that Malm’s study of music is made. The second study is “Professional Malay Story-Telling: Some Questions of Style and Presentation” by Amin Sweeney. In view of the hitherto almost exclusive concern with the content of such tales as those of Sang Kanchil or Pak Pandir, Sweeney throws some light on the form, style, and presentation of oral Malay literature, with special reference to that class of story-telling popularly known as penglipur lara, or what Winstedt termed “folk romances.”

In West Kalimantan the predominant feature was particularly that of the Dayaks. This surge, however, was not unprecedented. After centuries of occupying a subordinate place in the political and social hierarchy under the nominal rule of the Malay sultanates, Dayaks became involved in an enthusiastic political emancipation movement from 1945. The Dayaks secured the governorship as well as the majority of the regional executive head positions before they were shunned by the New Order regime. This book examines the development of Dayak politics in West Kalimantan from the colonial times until the first decade of the 21th century. It asks how and why Dayak politics has experienced drastic changes since 1945. It will look at the effect of regime change, the role of the individual leaders and organizations, the experience of marginalization, and conflicts on the course of Dayaks politics. It will also examine ethnic relations and recent political development up to 2010 in the province.
