Book excerpt: The very high costs of owning fishery research vessels make it especially desirable to ensure that value is obtained for the money spent, in terms of sea time achieved and information produced. The authorities who own and manage such vessels face a number of peculiar problems in their design, procurement and operation which may not be easily solved by applying normal administrative principles and procedures. Factors affecting vessel availability and utilization, such as crew incentives and financial control of normal maintenance, are discussed, together with safety, insurance, legal matters, sale of catches and other methods open to the fisheries authorities for acquiring information and experience that do not involve the ownership of a specialized research vessel.

Book excerpt: Among the problems of the modern fisheries industry is the persistent trend toward the severe depletion of fish stocks, resulting in low catch rates and poor economic returns, along with unnecessary accumulations of capital investments. Dr. Waugh argues that these problems call for effective management procedures based on bioeconomic modelling, which integrates the population dynamics of fish resources with the economic processes of harvesting and marketing. Assessing developments in bioeconomic theory, Dr. Waugh discusses why recent advances have not been fully translated into improvements in the management of marine fisheries. He cites the difficulties of reaching a consensus concerning suitable objectives for fisheries management, as well as the problems of designing a regulatory framework to improve the operation of the industry. To illustrate the utility of bioeconomic modelling, Dr. Waugh presents case studies of two Australian fisheries. A dynamic, stochastic, numeric model is developed for the Exmouth Gulf Prawn Fishery to provide insights into the optimal exploitation of a yearly resource, where fluctuations in recruitment, natural mortality, and catchability are important. The study of the New South Wales Abalone Fishery highlights the difficulties of obtaining the necessary overview of a fishery and the problems in collecting the data required for modelling and management.

Different levels of regulatory enforcement are discussed and the implications of new technologies are introduced. Applications of Expert Systems to stock assessment and efficiency improvement in field sampling are presented. It focuses on the emergence of research practices and advice frameworks that allow co-creation of common knowledge bases for management. Drawing from 8 years of research in GAP, a two-stage 7th framework EU project, the book offers a critical examination of how knowledge practices in fisheries governance are changing. The entry point for this research is a series of practical experiments in the unchartered terrain of collaborative research. To gain insight into the ongoing transition in European fisheries management, GAP initiated and carried out 13 Case Studies in different settings across Europe. In each case study, a team of fishers and marine scientists worked together to identify, plan and implement research projects intended to make a difference. The cases vary. They take on different management issues and shape the collaborations in different ways. The extent to which they succeed in realizing their objectives also differs. They are all contributing important insights into the possibilities of co-creating knowledge for management purposes. The book delves into the individual experiences of each case study as well as the lessons they contribute as a whole. The examination concludes that while research partnerships are not always easy to establish, they are an important step towards better fisheries governance. Without a common knowledge base for fisheries governance, co-created through collaborative research practices, sustainable fisheries will remain out of reach.
