A key aspect of the dispute is the attitude of the United States, which, surprisingly, has so far refrained from committing itself to supporting the claims of one side or the other, despite its long-standing, strong alliance with Japan. This book charts the development of the Senkaku Islands dispute, and focuses in particular on the negotiations between the United States and Japan prior to the handing back to Japan in 1972 of Okinawa. The book shows how the detailed progress of these negotiations was critical in defining the United States' neutral attitude to the dispute and the problems this position presents.

Book excerpt: How the United States and China can avoid future conflict and establish stable cooperative relations After forty years of largely cooperative Sino-U.S. relations, policymakers, politicians, and pundits on both sides of the Pacific see growing tensions between the United States and China. Some go so far as to predict a future of conflict, driven by the inevitable rivalry between an established and a rising power, and urge their leaders to prepare now for a future showdown. Others argue that the deep economic interdependence between the two countries and the many areas of shared interests will lead to more collaborative relations in the coming decades. In this book, James Steinberg and Michael O'Hanlon stake out a third, less deterministic position. They argue that there are powerful domestic and international factors, especially in the military and security realms, that could well push the bilateral relationship toward an arms race and confrontation, even though both sides will be far worse off if such a future comes to pass. They contend that this pessimistic scenario can be confidently avoided only if China and the United States adopt deliberate policies designed to address the security dilemma that besets the relationship between a rising and an established power. The authors propose a set of policy proposals to achieve a sustainable, relatively cooperative relationship between the two nations, based on the concept of providing mutual strategic reassurance in such key areas as nuclear weapons and missile defense, space and cyber operations, and military basing and deployments, while also demonstrating strategic resolve to protect vital national interests, including, in the case of the United States, its commitments to regional allies.

Book excerpt: America needs better options for resolving potential crises In recent years, the Pentagon has elevated its concerns about Russia and China as potential military threats to the United States and its allies. But what issues could provoke actual conflict between the United States and either country? And how could such a conflict be contained before it took the world to the brink of thermonuclear catastrophe, as was feared during the cold war? Defense expert Michael O'Hanlon wrestles with these questions in this insightful book, setting them within the broader context of hegemonic change and today's version of great-power competition. The book examines how a local crisis could escalate into a broader and much more dangerous threat to peace. What if, for example, Russia's “little green men” seized control of a community, like Narva or an even smaller town in Estonia, now a NATO ally? Or, what if China seized one of the uninhabited Senkaku islands now claimed and administered by Japan, or imposed a partial blockade of Taiwan? Such threats are not necessarily imminent, but they are far from inconceivable. Washington could be forced to choose, in these and similar cases, between risking major war to reverse the aggression, and appeasing China or Russia in ways that could jeopardize the broader global order. O'Hanlon argues that the United States needs a better range of options for dealing with such risks to peace. He advocates “integrated deterrence,” which combines military elements with economic warfare. The military components would feature strengthened forward defenses as well as, possibly, limited military options against Russian or Chinese assets in other theaters. Economic warfare would include offensive elements, notably sanctions, as well as measures to ensure the resilience of the United States and allies against possible enemy reprisal. The goal is to deter war through a credible set of responses that are more commensurate than existing policy with the stakes involved in such scenarios.

The Senkaku/Diaoyu Islands dispute is a prominent territorial dispute between China and Japan. This book critically assesses that dispute in a pragmatic, policy-oriented manner. The central question of the work focuses on the various military (direct invasion, coercion) and non-military (bilateral negotiations, binding and non-binding third-party options and delaying) foreign policy avenues available to China to pursue its key interests over the disputed islands. To compare and contrast these different options, the book employs a qualitative rational-choice framework. This allows for a critical analysis on the merits and demerits of various options and to anticipate China’s potential course of action based on the principle that China is expected to act in a rational manner. This research offers two main contributions. First, it adopts a security-focused approach to complement the economic-focused works on the subject. Second, it critically examines the various foreign policy options as opposed to offering an avenue based on purely theoretical assumptions. While the work concludes that a delaying/status quo approach is rational for all parties involved, it highlights alternative policy avenues that can build on the conclusion of the rational-choice analysis. Through this it seeks to address the possibility of escalation and de-escalation on the East China Sea and highlights the critical role pro-active foreign policy making plays in averting a negative outcome of the dispute. This book will be of much interest to students of Chinese Foreign Policy, Asian Politics, Security Studies and International Relations.

While this sovereignty dispute is primarily between China and Japan, due the Treaty of Mutual Cooperation and Security between the United States and Japan, the US finds itself in a difficult position caught between its security ally it must defend per treaty stipulations (Japan) and one of its greatest economic partners (China). This U.S. policy on the US-Japan Security Alliance impacts Sino-U.S. relations in a variety of ways and will continue to affect the Diaoyu/Senkaku Islands dispute. Understanding this security relationship and its impact on US China relations can help both Chinese and US policy makers make better policy choices. The author surveyed Chinese students at Peking University to understand current Chinese opinions regarding how US-China bilateral relations have been affected by the US-Japan Security Alliance in the wake of Goudao and the 2012 escalation of the Senkaku/Diaoyu Islands dispute. While students in general felt that US-Japan Security Relations and Obama's Pivot to Asia Strategy both negatively impacted US-China relations, Chinese students were nevertheless hopeful about the future of US-China relations. In response to the survey results, the author also poses several policy alternatives, such as improving people-to-people interactions, improving media perceptions and biases, as well as using economic organizations as a foundation for communication and mutually beneficial economic cooperation.

Regional leaders have expressed increasing alarm that such “gray zone” coercion threatens to destabilize the region by increasing the risk of conflict and undermining the rules-based order. Yet, the United States and its allies and partners have struggled to develop effective counters to China’s maritime coercion. This study reviews deterrence literature and nine case studies of coercion to develop recommendations for how the United States and its allies and partners could counter gray zone activity.

Book excerpt: The notion of a "Thucydides Trap" that will ensnare China and the United States in a 21st century conflict-much as the rising power of Athens alarmed Sparta and made war "inevitable" between the Aegean superpowers of the 5th century BCE-has received global attention since entering the international relations lexicon 6 years ago. Scholars, journalists, bloggers, and politicians in many countries, notably China, have embraced this beguiling metaphor, coined by Harvard political science professor Graham Allison, as a framework for examining the likelihood of a Sino-American war. This case study examines the Thucydides Trap metaphor and the response it has elicited. Hewing closely to what the historian of the Peloponnesian War actually says about the causes and inevitability of war, it argues that, while Thucydides' text does not support Allison's normative assertion about the "inevitable" result of an encounter between "rising" and "ruling" powers, the History of the Peloponnesian War (hereafter, History) does identify elements of leadership and political dynamic that bear directly on whether a clash of interests between two states is resolved through peaceful means or escalates to war. It is precisely because war typically begins with a considered decision by a national command authority to reject other options and mobilize for conflict (and thus always entails an element of choice) that insight from Thucydides' History remains relevant and beneficial for the contemporary strategist, or citizen, concerned in such decisions.Accordingly, this case study concludes that the Thucydides Trap, as conceived and presented by Graham Allison, draws welcome attention both to Thucydides and to the pitfalls of great power competition, but fails as a heuristic device or predictive tool in the analysis of contemporary events. Allison's metaphor offers, at best, a potentially misleading over-simplification of Thucydides' nuanced and problematic account of the origins of the epochal conflict that defined his age. Moreover, it overlooks actual insights from the History that can help political decisionmakers-including, but not limited to, those of the United States and China-either avoid war or, if ignored, pose genuine policy "traps" that can make an avoidable war more likely, and a necessary war more costly.
