The dilemma of a democratic society is how to give the police sufficient power to perform their role effectively, while at the same time maintaining restraints on the police in order to prevent abuses to democratic principles. This book looks at the discretionary conduct of policemen and whether adequate accountability measures exist -- and, if not, whether they can be realized, while allowing for the necessary development of police capabilities in the performance of requisite functions. In its focus on the behavior of police officials and the relationship of the police bureaucracy to the urban political system, the work strives to be both descriptive and prescriptive. The author uses examples from a cross-section of American cities and focuses on Memphis, Tennessee to illustrate the political events and social factors which effect policing. Book excerpt: The definition for arresting more African-Americans than Whites for drug violations, particularly during the causation of such events during the 1970s and 1980s, referred to as the "war on drugs", is numerous in application and has such a redundancy with prejudicial terms that, quite honestly, an alternative search for such descriptions may be in schools of thoughts consisting of the combination of others. It can be stated that because drug enforcement was concentrated in low-income areas, minorities, mainly African-Americans, that White communities were clear of such arrests and this is even though Whites committed more drug-related offenses than African-Americans. As such, a decision by some authority was made to allow such activity to occur. When data indicates that arrest for cocaine is at seventeen times more for African-Americans compared to Whites, and in certain states that drug arrests for African-Americans went up to 183 percent compared to 36 percent increase arrest rate for Whites, the choices and decisions for such an imbalance need accounting for. The choices and decisions, I state, are explained in a composite of unparalleled societal means of protecting its norms. Politics and criminal justice, both edified into one school, one behavior, one tool to resolve a matter, provide an accounting of such behavior and actions that appear wide in comparison. Notwithstanding other explanations, politics and criminal justice are historically, strange bed-fellows; but when used as an individual choice in resolving matters, the employment of emotionally charged identifiers become less salient. I state in this thesis that politics and criminal justice, though not compatible as an organizational structure, when used in the subtleties and nuances of ones duties, whether it is as a police, in the court system, or correctional system, political criminal justice is a tool that provides an alternative to just a book application of rules and policies.
