The report provides an overview of the scientific consensus on the current and future climate changes of particular relevance to U.S. transportation, including the limits of present scientific understanding as to their precise timing, magnitude, and geographic location; identifies potential impacts on U.S. transportation and adaptation options; and offers recommendations for both research and actions that can be taken to prepare for climate change. The book also summarizes previous work on strategies for reducing transportation-related emissions of carbon dioxide--the primary greenhouse gas--that contribute to climate change. Five commissioned papers used by the committee to help develop the report, a summary of the report, and a National Academies press release associated with the report are available online. DELS, like TRB, is a division of the National Academies, which include the National Academy of Sciences, National Academy of Engineering, Institute of Medicine, and National Research Council.

Book excerpt: The rapid conversion of land to urban and suburban areas has profoundly altered how water flows during and following storm events, putting higher volumes of water and more pollutants into the nation's rivers, lakes, and estuaries. These changes have degraded water quality and habitat in virtually every urban stream system. The Clean Water Act regulatory framework for addressing sewage and industrial wastes is not well suited to the more difficult problem of stormwater discharges. This book calls for an entirely new permitting structure that would put authority and accountability for stormwater discharges at the municipal level. A number of additional actions, such as conserving natural areas, reducing hard surface cover (e.g., roads and parking lots), and retrofitting urban areas with features that hold and treat stormwater, are recommended.

The primary objectives of this research were to qualitatively evaluate the environmental performance of the Arizona Department of Transportation (ADOT) and to identify opportunity areas and strategies/actions for improving environmental performance. A collaborative approach to the research was used in executing the information-gathering, performance evaluation, documentation, and review elements of the research project. Two rounds of nine workshops involving a broad cross section of ADOT managers, supervisors, employees, and consultant personnel were conducted between July 2003 and April 2004. Representatives from Transportation Planning, Maintenance, Transportation Services, General Operations, Equipment Services, Construction, Aeronautics, Development, and the Motor Vehicle Division participated in the workshops. Technical Advisory Committee members selectively participated in the workshops. Before and after each round of workshops, the AASHTO consultant and the TAC met to discuss the workshop plans and outcomes. Based on the information gained from the 18 workshops, additional interactions with ADOT personnel, and review of background information provided, the researcher evaluated the environmental performance of the nine ADOT organizations and identified opportunity areas and strategies/actions for improving ADOT's environmental performance and stewardship. Overarching environmental performance improvement opportunities and strategies were identified in 13 environmental performance areas to improve ADOT's overall environmental performance and stewardship. Organization-specific environmental performance improvement opportunities were identified for each of the nine organizations. The details of the 18 workshops and the environmental performance evaluation are documented in the 11 Technical Memorandums prepared by the researcher. They were reviewed by the nine organizations and revised according to their comments. The Technical Memorandums are on file.

These needs were then matched, where possible, to one or more of the 36 Federal Highway Administration (FHWA) User Services defined in the National Program Plan and Advanced Rural Transportation Systems (ARTS) program. Using the National ITS Architecture as a guide, a conceptual system architecture was developed for Arizona, which includes integration with other architectures developed for previous strategic plans in the state.

Book excerpt: Arizona Department of Transportation (ADOT) has been one of the pioneering states in the development and implementation of Pavement Management System (PMS). Since the early 1980's, ADOT has been using pavement management tools to manage, maintain and preserve Arizona's highway network. ADOT's PMS tools were originally based on a probabilistic approach for modeling the pavement performance, which were adequate for the original ADOT requirements. Recently, ADOT has decided to expand the use of the PMS tools to also support the pavement maintenance operations. This required a change in the existing ADOT's PMS tools, which prompted a need to move to a different pavement management software. Subsequently, ADOT selected Stantec's Highway Pavement Management Application (HPMA) software to replace its pavement management system, and retained Stantec's services for structuring, data loading, model development, and implementing the HPMA. HPMA is a single software application that provides full database management and analysis capabilities required by the two types of users (PMS and Maintenance). The HPMA provides capability for users to work at both the detailed highway level and the aggregated section level. Also it provides a wide variety of analysis capabilities, including corrective maintenance, preventive maintenance, and rehabilitation analysis. This report documents the approach used to achieve the goals of this project including the customization of the HPMA to address ADOT requirements, the development of the analysis models, which are based on ADOT historic performance data, and the implementation of these analysis models in conducting a statewide analysis.
