Book excerpt: The increasing volume of remittances and public transfers in rural areas of the developing world has raised hopes that these cash inflows may serve as an effective mechanism for reducing poverty in the long term by facilitating investments and raising productivity, particularly in agriculture where market failures are most manifest. This book systematically tests the empirical relationship between cash transfers and productive spending in agriculture amongst rural households in six different countries of the developing world. Together, the studies point to little impact of migration and public and private transfers on agricultural productivity, instead facilitating a transition away from agriculture or to a less labour intensive type of agriculture. From a policy perspective the studies raise the question of how to maintain rural economies, as migration and social assistance are unlikely to provide a sustainable way to overcome rural poverty in the long run for those that remain in rural areas. For the foreseeable future, agriculture will play an important role in alleviating poverty and sustaining growth in rural areas. Yet, public and private transfers are not providing much of the impetus needed to raise the sector’s productivity. Whether the transfers are invested in agriculture will ultimately depend on the attractiveness of the sector, which is largely determined by the policies of governments and donors. This book was published as a special issue of the Journal of Development Studies.

Book excerpt: Available research suggests that less developed countries have significant competitive advantage over developed countries in three major areas of international trade: agriculture, textiles and clothing (T&C), and cross-border labor mobility. Incidentally, these are also the trade sectors which experienced widespread protectionist measures, especially in developed world, for decade after decade. Under the World Trade Organization (WTO), which replaced the General Agreement on Tariff and Trade (GATT) in 1995, much of the restrictions in T&C trade has been phased out, but still this sector faces much higher tariff and non-tariff barriers than any other manufacturing sector in world economy. The agricultural sector also experienced significant dismantling of deeply entrenched trade barriers under the WTO over the course of last two decades, but the sector still remains plagued with quite extensive domestic supports, export subsidies, and tariff barriers. At the same time, despite both theoretical expositions and empirical trends point to significant potential gains from cross-border labor mobility, the sector remains mired in a complex quagmire of economic and political restrictions around the world. Thus, all three sectors in which less developed countries have exports interests still remain less liberalized than the sectors in which developed countries have exports interests. This book provides an in-depth and up-to-date scholarly analysis of all three trade sectors—agriculture, T&C and cross-border labor mobility—with a penetrating scrutiny of historical backgrounds and developments, crosscurrents of interests and perspectives of both developed and developing countries, and evolving trade patterns and potentials in a more liberalized and globalized world economy. The book also identifies critical economic issues and options for less developed countries in the WTO negotiations for further liberalization of agriculture, T&C, and cross-border labor mobility. Easing immigration restrictions is one of the most effective tools for ending poverty and sharing prosperity across the globe. Yet, we see widespread opposition in destination countries, where migrants are depicted as the primary cause of many of their economic problems, from high unemployment to declining social services. Moving for Prosperity: Global Migration and Labor Markets addresses this dilemma. In addition to providing comprehensive data and empirical analysis of migration patterns and their impact, the report argues for a series of policies that work with, rather than against, labor market forces. Book excerpt: The inspiration for this book came from a collaborative research project on immigration, begun in 2001, when we were colleagues at University of Nebraska- Lincoln (Bodvarsson was a Visiting Professor there in 2001–05). Our project dealt with the application of Say’s Law to the supply of immigrant labor, meaning that when the supply of immigrant labor grows in an area, the new immigrants, being consumers, bolster labor demand and help to offset the lower wages they may bring about. Our test case was the seemingly obscure Dawson County, Nebraska, where the meatpacking industry experienced a relatively huge increase in Hispanic-born labor supply around 1990. We found for Dawson County this ‘‘demand effect’’ to be signi?cant and our results for this test case generalizable to other, more prominent, test cases. This inspired us to study the famous Mariel Boatlift, where Miami’s labor force grew suddenly by 7% due to the arrival of nearly 125,000 Cuban refugees in the spring of 1980. In that study, we showed that the Marielitos exerted a signi?cant demand effect, which we argue helps to account for the stylized fact that the Mariel in?ux had a relatively benign effect on the Miami labor market. We had the privilege of presenting both studies at various conferences in the USA, Norway, Taiwan and Israel, and these studies have been published in Labour Economics and the Research in Labor Economics series (both studies are discussed in detail in this book).

We begin by arguing that international migration should be fully incorporated in ongoing debates on the impact of globalization. We show that, despite methodological challenges, there is an emerging body of evidence suggesting that migrant remittances can have an important impact on development and household welfare. Remittances appear to help in poverty reduction, accumulation of human capital, investment and saving. Finally, we offer an account of existing policies and recommendations to facilitate remittance flows and to take advantage of their developmental potential.
