Book excerpt: To meet the challenges associated with a threefold increase in the Army's military construction program between fiscal years 2005 and 2009, the Army adopted numerous changes, including the expanded use of wood materials and modular building methods, designed to reduce building costs and timelines for new facilities. With the changes, the Army set goals to reduce building costs by 15 percent and timelines by 30 percent. The Army, Navy, and Air Force have also faced challenges associated with incorporating both antiterrorism construction standards and sustainable design ("green") goals into new facilities. GAO was asked to (1) assess the Army's progress in meeting its goals, (2) evaluate the merits from the Army's expanded use of wood materials and modular building methods, and (3) examine potential conflicts between antiterrorism construction standards and sustainable design goals. GAO reviewed relevant documentation, interviewed cognizant service officials, analyzed selected construction project data, and visited five Army installations to review facilities built with alternative materials and methods. GAO recommends that the Department of Defense (DOD) determine the merits and long-term costs from the use of alternative building materials and methods and subsequently revise its military construction guidance, as deemed appropriate. DOD generally agreed with the recommendations.

Book excerpt: Military installations often provide the most tangible evidence of the economic impact of the Department of Defense (DOD) on local communities. and demonstrate American commitment to foreign countries. Congress provides DOD with a military construction appropriation of several billion dollars annually and authorizes the Secretary of Defense and the military departments of the Army, Air Force, and Navy to plan, program, design, and build the runways, piers, warehouses, barracks, schools, hospitals, child development centers, and other facilities needed to support U.S. military forces at home and overseas. This military base footprint, from the largest base to the smallest reserve center, reflects both a federal investment in local communities and a local investment in national defense. This report outlines the end-to-end military construction process by which DOD and Congress act together to build that footprint, beginning with the realization of the need for a facility and ending with its dedication and the opening of its doors for occupancy. The process encompasses several steps: determination of need by the local installation commander and engineering office, vetting and prioritization of construction projects within the military chain of command and the military department, consolidation and budgeting within the Office of the Secretary of Defense to create the infrastructure construction portion of the multi-year Future Years Defense Program (FYDP), inclusion of the final budget year list of projects in the President's annual budget request to Congress, review and adjustment of the list by the congressional defense committees, consideration and passage of the necessary appropriation and authorization bills and their enactment by the President, and execution of the approved construction program by the military services' executive agents - Naval Facilities Engineering Command (NAVFAC), Army Corps of Engineers (ACE).

Section 2830 of the National Defense Authorization Act for fiscal year requires the Secretary of Defense to submit a report to the congressional defense committees on the energy-efficiency and sustainability standards used by DOD for military construction and major renovations of buildings. DOD's report must include a cost-benefit analysis, return on investment, and long-term payback for the building standards and green building certification systems, including: (A) American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) Standard 189.1-2011 for the Design of High-Performance, Green Buildings Except Low-Rise Residential. (B) ASHRAE Energy Standard 90.1-2010 for Buildings Except Low-Rise Residential. (C) Leadership in Energy and Environmental Design (LEED) Silver, Gold, and Platinum certification for green buildings, as well as the LEED Volume certification. (D) Other American National Standards Institute (ANSI) accredited standards. DOD's report to the congressional defense committees must also include a copy of DOD policy prescribing a comprehensive strategy for the pursuit of design and building standards across the department that include specific energy-efficiency standards and sustainable design attributes for military construction based on the cost-benefit analysis, return on investment, and demonstrated payback required for the aforementioned building standards and green building certification systems.
