For as young men, when they knit and shape perfectly, do seldom grow to a farther stature; so knowledge, while it is dispersed in aphorisms and observations, may grow and shoot up; yet once inclosed and comprehended in methods, it may, perchance, be farther polished and illustrated and accommodated for use and practice, but it increaseth no more in bulk and substance. And another error of the same nature is, an impatience of doubt, and an unadvised haste to assertion, without due and mature suspension of judgment; for the two ways of contemplation are not unlike the two ways of action, commonly spoken of by the ancients; of which one was a plain and smooth way in the beginning, but in the end impassable; the other rough and troublesome in the entrance, but after a while fair and even; so is it in contemplations; if a man will begin in certainties, he shall end in doubts; but if he can be content to begin with doubts, and have patience a while, he shall end in certainties. They were tried upon thirteen several indictments; Amy Dnny was charged with bewitching Mr. Pacey's children, and causing them to have fits, and when Sir Thomas Brown, the-famous physi. Cian of his time, who was in court, was desired by my Lord Chief Baron to give his judgment in the case, he declared, that he was clearly of opinion that the fits were natural, but heightened by the devil, co-operating with the malice of the witches at whose instance he did the villanies and he added, that in Denmark there had been lately a great discovery of witches who used the very same way of afiicting persons, by conveying pins into them. This made that great and good man doubtful, but he was in such fears that he would not so much as sum up the evidence, but left it to the jury with prayers, that the great God of Heaven would direct their hearts in that weighty mat tar. The jury having Sir Thomas Brown's declaration about Denmark, for their encouragement, in halfan hour brought them in guilty upon all the thir teen indictments. After this my Lord Chief Baron gave the law its coursa, and they were condemned, and died declaring their innocence. Government, while it grows older, seems to acquire the moroseness of age: and, as if our property were become dearer in proportion as it encreased; as if the more enormous our wealth, the more extensive our fears; all our possessions are paled up with new edicts every day, and hung round with gibbets to scare every invader. I cannot tell whether it is from the number of our penal laws, or the licentiousness of our people, that this country should show more convicts in a year than half the dominions of Europe united. Perhaps it is owing to both; for they mutually produce each other. When by indiscriminate penal laws, a nation beholds the same punishment affixed to dissimilar degrees of guilt, from perceiving no distinction in the penalty, the people are led to lose all sense of distinction in the crime, and this distinction is the bulwark of all morality: thus the multitude of laws produce new vices, and new vices call for fresh restraints. It were to be wished then, that power, instead of contriving new laws to punish vice; instead of drawing hard the cords of society till a convulsion come to burst them; instead of cutting away wretches as useless, before we have tried their utility; instead of converting correction into vengeance; it were to be wished that we tried the restrictive arts of government, and...
