Book excerpt: Seminar paper from the year 2014 in the subject Politics - Topic: History of Inernational Relations, grade: 2,0, University of Bamberg, language: English, abstract: As part of the Lisbon Strategy of 2000 the Union set forth a new strategy for achieving the ambitious goals of becoming “the most competitive and dynamic knowledge-based economy in the world capable of sustainable economic growth with more and better jobs and greater social cohesion” until the year 2010. Through incorporation of iterative benchmarking processes to assess progress in achieving the objectives set forth by the EU on the national level, mutual learning among member states and mobilization of actors across many levels – EU, national and sub-national levels – the OMC represented a novel approach to governance in the EU. Because the environment in which the OMC is applied, the multiple actors it involves across multiple levels, as well as the challenge of correctly placing it among other soft-law measures and the existing tool set of the EU institutions the literature in OMC research is equally complex. Contributions to OMC research emanate from many researchers across different fields of science, such as economists, legal scholars, sociologists and political scientists that have brought forth analyses looking at the topic from various angles. These include the OMC as a New Mode of Governance, a form of Policy Learning and Europeanisation and as a motor of European Integration. Taking this complexity into account and given the limited ability of this specific type of essay it seems necessary to concentrate on a few specific aspects. This work will thus limit its time frame – from the implementation of the Lisbon Strategy in 2000 until the overhaul it received with the introduction of ‘Europe 2020’ in 2010 at most – and discuss the case of the United Kingdom (UK) with regard to the possible impact the OMC has had on social policy and the way in which different levels of government and non-government actors have been involved. How has the Open Method of Co-Ordination influenced social policy in the United Kingdom and has it been able to involve a wider array of actors in the process?

The mid-term review provides a good opportunity to return to simpler principles. The Lisbon process should focus on those areas where the added value of action at EU level is clear, such as the policy mix and the environment. The OMC has potential, but primarily in areas with low externalities, where national governments must undertake long term reforms, which must be adapted to the domestic context. In contrast, in areas characterised by strong externalities, the instruments the EU has at its disposal must be commensurate to its declared objectives, for otherwise the gap between ambitions and achievements will undermine its legitimacy.

While the year of 2005 reflects a re-launch of the Lisbon Strategy in the sense of a more regulated and coordinated common policy at the top of the pyramid, the 2006 Regulations of Cohesion Policy might be considered a second great step-forward following the 1988 Reform in terms of efficiency and relevancy to the developmental conundrums and challenges of the EU Member States. The Cohesion Policy has been essentially amalgamated under the Lisbon Strategy since both two aims sustainable growth and anticipating implications such as employment and added value increases.Given that effectiveness and efficiency considerations with regard to competitiveness and innovative activities are best enabled at local level, in on-going new programming era, decentralized governance structure of the Cohesion Policy has been retained the same. The governance and coordination architecture of the Lisbon Agenda have invaluable insights from the credentials of the Cohesion Policy. Notably the open method of coordination mechanism, a new mode of governance, is developing on the background of voluntary Cohesion Policy practices between and among the Member States under supervision of the Commission. Within the Strategy framework, Member States' role lies in co-operating other Member States along with delivering a state-of-the-art reform agenda. There is a constant need for more fundamental reform on the Cohesion Policy field. To assess its effects on the Lisbon Strategy objectives, further evaluation results will be sources because of the adaptation of the Member States has been occurring in slow pace and the delivery of the Lisbon Strategy has just began at the second haft of the 2000s.

Book excerpt: The present paper compares two major political strategies that are being pursued across the EU, i.e. the Lisbon Strategy and sustainable development (SD) strategies. It first highlights their complementary character in implementing the societal guiding model known as SD, and it compares their different histories and governance arrangements. While the Lisbon Strategy is a genuinely European response to global pressures that employs the open method of coordination (OMC), guidance for SD strategies came from the international level, and OMC emerged only cautiously and temporarily after the renewal of the EU SD strategy in 2006. Based on an empirical stocktaking of policy objectives and indicators, the paper then assesses how the different supra-national governance arrangements shape the coherence of the respective national strategies across Europe. It shows that, so far, OMC was not able to facilitate a 'standardised format' of Lisbon Strategies across Europe as envisaged by the European Commission; to the contrary: OMC entailed only slightly more coherent National Reform Programmes than international guidance did in the SD context.

The narrative begins with the founding of the Casa da Misericordia of Lisbon in 1498, a model replicated throughout Portugal and its empire, and ends with the relaunch of a social agenda for the European Union at the meeting of the Council of Europe in Lisbon in 2000. Volume 1, which focuses on the period from 1500 to 1700, discusses the concepts of 'welfare' and 'tradition'. It looks at how 16th-century humanists joined with merchants and lawyers to renew traditional charity in distinctly modern forms, and how the discipline of religious reform affected the exercise of political authority and the promotion of economic productivity. Book excerpt: The present study addresses the governance architecture of the much debated Open Method of Coordination (OMC) in the field of social inclusion and evaluates its implementation in France, Germany and at EU-level. Based on extensive variable-based empirical research, it assesses both the effectiveness and the legitimacy of the OMC and comes to unequivocal conclusions: Due to the resistance of member states and remaining differences in underlying ideas of social justice, anti-poverty policy could not be Europeanised through the OMC which unfolds as a very weak governance architecture. The general framework of negative integration remains unchallenged by this non-binding instrument which, to the contrary of its intention, rather forecloses the possibility of supranational learning. With regard to legitimacy, the OMC supports policy-making in closed, intransparent circles of very weakly or not democratically mandated representatives and therefore does little do decrease the democratic deficit of the EU - however one of its original ambitions.
