How quickly can commodities such as diamonds and cocoa be converted into cash to buy war supplies? And why does answering these questions matter for understanding civil wars? In What Rebels Want, Jennifer M. Hazen challenges the commonly held view that rebel groups can get what they want, when they want it, and when they most need it. Hazen's assessments of resource availability in the wars in Sierra Leone, Liberia, and Côte d'Ivoire lead to a better understanding of rebel group capacity and options for war and war termination. Resources entail more than just cash; they include various other economic, military, and political goods, including natural resources, arms and ammunition, safe haven, and diplomatic support. However, rebel groups rarely enjoy continuous access to resources throughout a conflict. Understanding fluctuations in fortune is central to identifying the options available to rebel groups and the reasons why a rebel group chooses to pursue war or peace. The stronger the group's capacity, the more options it possesses with respect to fighting a war. The chances for successful negotiations and the implementation of a peace agreement increase as the options of the rebel group narrow. Sustainable negotiated solutions are most likely, Hazen finds, when a rebel group views negotiations not as one of the solutions for obtaining what it wants, but as the only solution.

This book offers an in-depth examination of the effects of interventions by the ICC on peace, justice and conflict processes. The 'peace versus justice' debate, wherein it is argued that the ICC has either positive or negative effects on 'peace', has spawned in response to the Court's propensity to intervene in conflicts as they still rage. This book is a response to, and a critical engagement with, this debate. Building on theoretical and analytical insights from the fields of conflict and peace studies, conflict resolution, and negotiation theory, the book develops a novel analytical framework to study the Court's effects on peace, justice, and conflict processes. This framework is applied to two cases: Libya and northern Uganda. Drawing on extensive fieldwork, the core of the book examines the empirical effects of the ICC on each case. The book also examines why the ICC has the effects that it does, delineating the relationship between the interests of states that refer situations to the Court and the ICC's institutional interests, arguing that the negotiation of these interests determines which side of a conflict the ICC targets and thus its effects on peace, justice, and conflict processes. While the effects of the ICC's interventions are ultimately and inevitably mixed, the book makes a unique contribution to the empirical record on ICC interventions and presents a novel and sophisticated means of studying, analyzing, and understanding the effects of the Court's interventions in Libya, northern Uganda - and beyond.

Although international law forbids the use of children under the age of 15 as soldiers, thousands of young children have been involved in the fighting since it began in December 1989. The main rebel forces, the National Patriotic Front of Liberia (NPFL) and the United Liberian Movement for Democracy in Liberia (ULIMO), have consistently used children under the age of 18, including thousands under 15. Children are also reportedly used by the other warring factions. As a consequence, thousands of children in Liberia have suffered cruelly during the war: many have been killed or wounded or witnessed terrible atrocities. Moreover, many children themselves have been forced to take part in the killing, maiming or rape of civilians. The use of children as soldiers presents grave human rights problems. Many of these children have been killed during the conflict, thus denied the most basic right -- the right to life. Others have been forcibly conscripted by the warring factions, and separated from their families against their wills. Many have joined warring factions to survive. All have been denied a normal childhood. Reintegrating these children into their communities is a task of immense difficulty. Some children's parents have been killed, their families have fled, and no relatives can be found. In others, families have refused to take children back because of the abuses they have committed. Colonized by free American blacks in the early 19th century, Liberia has long been beset by tensions, not only among its native populations but between natives and the descendants of its Western colonizers. But Pham is no knee-jerk blame-the-West critic- far from it. As he points out, Western investment, by Firestone and other rubber companies, "served as the principal catalyst for Liberia's infrastructure." The author does, however, acknowledge that the workers were paid little for the labor that enriched the rubber companies, and that tribal chiefs were given a cut for the toil of their villagers. Liberia's worst times have come in the past two decades, with rampant corruption and civil war. In Pham's eyes, nation-states have failed, in Liberia and elsewhere in Africa, for a variety of reasons: tribal and ethnic tensions and the end of the Cold War, which allowed weak states propped up by the superpowers to tumble.
