His career at the Observer spanned the golden age of the British press when newspapers had a powerful influence on political affairs. Like the other great editors of the first half of the twentieth century Garvin clashed with his proprietors. He liked to contrast ‘Responsible Editorship’ with ‘Austensible Editorship’ where the editor took his political orders from the owners. He passionately believed that the readers of any newspaper worth buying had a right to know what the editor himself thought about any important matter. This was the essence of an implied contract, the basis of trust between paper and the reader. It was Garvin’s energy and integrity which transformed the Observer into a major force in the British press so that long before his death most respectable middle class families would have hesitated to admit they had not seen the Observer. This first substantial biography of Garvin of the Observer will be of interest to all students of modern political history and of the press in contemporary society.

Book excerpt: The period between the mid-1880s and the First World War was the high point of the navalist movement - but the idea of 'navalism' took many forms, and meant different problems and different solutions to various groups within British society and the British government. New Crusade examines one form of the British navalist movement: directed navalism. As opposed to the broader cultural conception of British naval power, directed navalism consisted of a cooperative, symbiotic working relationship between three elite and self-selecting groups: serving naval officers (professionals), naval correspondents and editors working for national newspapers and periodicals (press), and members of Parliament who dealt with naval issues (politicians). Directed navalism meant agitation for a specific, achievable goal. It was the bedrock upon which the more popular and ultimately more successful cultural navalism of fleet reviews and music halls was built. Though directed navalism collapsed before the First World War, it was extraordinarily successful in its time, and it was a necessary precursor for the creation of a national discourse in which cultural navalism could thrive. Its rise and fall is the story of this book.

His views on international diplomacy cover the most important aspects of British, European and American foreign policy concerns of the century, including the origins and consequences of the two world wars, the disarmament movement, the origins and early course of the Cold War and the first steps towards European integration. His experience of the First World War and the huge loss of life it entailed provoked Cecil to spend his life championing the ethos behind and work of the League of Nations: a role for which he was awarded the Nobel Peace Prize in 1937. Yet despite his prominence in the international peace movement, Cecil has never been the focus of an academic biography. Cecil has perhaps been judged unfairly due to his association with the League of Nations, which has since been generally regarded as a failure. However, recent academic research has highlighted the contribution of the League to the creation of many of the institutions and precepts that have, since the Second World War, become accepted parts of the international system, not least the United Nations. In particular, Cecil and his work on arms control lay the basis for understanding this new area of international activity, which would bear fruit during the Cold War and after. Through an evaluation of Cecil's political career, the book also assesses his reputation as an idealist and the extent to which he had a coherent philosophy of international relations. This book suggests that in reality Cecil was a Realpolitiker pragmatist whose attitudes evolved during two key periods: the interwar period and the Cold War. It also proposes that where a coherent philosophy was in evidence, it owed as much to the moral and political code of the Cecil family as to his own experiences in politics. Cecil's social and familial world is therefore considered alongside his more public life.

Contrary to current thinking, Matthew S. Seligmann argues that Germany emerged as a major threat at the outset of the twentieth century, not because of its growing battle fleet, but because the British Admiralty (rightly) believed that Germany's naval planners intended to arm their country's fast merchant vessels in wartime and send them out to attack British trade in the manner of the privateers of old. This threat to British seaborne commerce was so serious that the leadership of the Royal Navy spent twelve years trying to work out how best to counter it. Ever more elaborate measures were devised to this end. These included building 'fighting liners' to run down the German ones; devising a specialized warship, the battle cruiser, as a weapon of trade defence; attempting to change international law to prohibit the conversion of merchant vessels into warships on the high seas; establishing a global intelligence network to monitor German shipping movements; and, finally, the arming of British merchant vessels in self-defence. The manner in which German schemes for commerce warfare drove British naval policy for over a decade before 1914 has not been recognized before. The Royal Navy and the German Threat illustrates a new and important aspect of British naval history.

In three very different historical contexts, federalism inspired the action of political movements such as the Imperial Federation League, the Round Table and the Federal Union. The Round Table Movement played a particularly interesting role in this regard, attempting to reverse the rapid and inexorable decline of the British Empire. It was a political organisation with roots in all the major peripheries of the Empire and almost unlimited financial resources. This volume discusses the strategies and means employed by the group in order to maintain the British Empire’s global prominence.
