The challenge is how to deal with the catastrophic risk of the nuclear enterprise so as to preserve its positive elements and make economic sense. In this book, an expert group of contributors attempts to answer two key questions facing the nuclear enterprise: (1) What can and should be done to improve operations and public understanding of the risks and consequences of major incidents? (2) How can informed scientists, economists, and journalists interact more effectively in understanding and reporting to the public on the most important issues affecting risks, consequences, and costs? Drawn from a conference held at Stanford University's Hoover Institution on October 3–4, 2011, the papers presented in The Nuclear Enterprise were prepared by specialists on various aspects of this challenging topic, including technical safety, management operations, regulatory measures, and the importance of accurate communication by the media. It is their hope that the findings of the conference will contribute to discussion and then actions to better contain and eliminate growing global dangers.

The NDAA also called for a 4 1â"2-year study, joint between the National Academies of Sciences, Engineering, and Medicine and the National Academy of Public Administration, to evaluate the implementation plan, to track the actions proposed in that plan, and to assess progress. This report is the third in a series of reports to be issued over 2017â€"2020 as part of that study.

It concludes that the existing governance structures and many of the practices of the enterprise are inefficient and ineffective, thereby putting the entire enterprise at risk over the long term. It offers recommendations to put the entire nuclear security enterprise on a stronger footing. Recognizing the persistence of governance and management concerns, this report serves as an initial assessment of the implementation plan developed by the National Nuclear Security Administration and the Department Of Energy for addressing the recommendations from A New Foundation for the Nuclear Enterprise. There will be seven semi-annual interim reports to evaluate progress in implementing the plan. A final report will be issued at the end of the study to document the overall progress in executing the implementation plan, assess the effectiveness of the reform efforts under that plan, and recommend whether further action is needed.

Nuclear Security draws from papers presented at the 2013 meeting of the American Nuclear Society examining worldwide efforts to control nuclear weapons and ensure the safety of the nuclear enterprise of weapons and reactors against catastrophic accidents. The distinguished contributors, all known for their long-standing interest in getting better control of the threats posed by nuclear weapons and reactors, discuss what we can learn from past successes and failures and attempt to identify the key ingredients for a road ahead that can lead us toward a world free of nuclear weapons. The authors review historical efforts to deal with the challenge of nuclear weapons, with a focus on the momentous arms control negotiations between U.S. president Ronald Reagan and Mikhail Gorbachev. They offer specific recommendations for reducing risks that should be adopted by the nuclear enterprise, both military and civilian, in the United States and abroad. Since the risks posed by the nuclear enterprise are so high, they conclude, no reasonable effort should be spared to ensure safety and security.

The two government agencies with principal responsibility for this workforce-the U.S. Department of Defense (DoD) and the U.S. Department of Energy's National Nuclear Security Administration (NNSA)-have had to contend with adverse demographic trends, recruitment and retention challenges, and intense competition for specific skills and expertise, especially in scientific and engineering fields, to maintain a workforce with the capabilities and experience needed for nuclear-related duties. This report summarizes the results of a quick-turn, 90-day assessment of the health of the national nuclear enterprise workforce, focusing on federal personnel working in acquisition and scientific, technical, engineering, and math occupations. The study team used a mixed methods approach that relied primarily on extant data to consider workforce health in terms of workforce planning, recruiting and hiring, employee engagement and development, leader development, and morale and retention. The report features findings about enterprise strengths, such as promising practices that are candidates for broader use, and those about factors that challenge workforce health, such as evolving demand for more and different talent in light of simultaneous modernization and sustainment needs. The study team also offers recommendations to bolster the health of the nuclear enterprise workforce, both now and over the next decade.
