Book excerpt: Excerpt from The North American Review, 1877, Vol. 124 The difference between the results of voting by single districts and by general ticket may be brought home to the apprehensions of all by an illustration. Suppose all the, people of the United States voted directly for President; suppose the law to require that the entire vote of each State should be cast by the majority of that State; suppose a large State to cast for one candi date, and for the other; the candidate having a majority would be credited with the whole votes in summing up the aggregate vote of the Union. This is practically the result of this method now. Ever so small a majority throws the entire electoral vote of a State. The unfairness of the present system, the great temptation it offers for frauds, and the great scope it gives to the operation of local frauds or even mistakes, ought to be sufficient to condemn it. Her literary expeditions began when she translated articles for the San Francisco Chronicle at twelve years of age. The list of books written by Reginald Wright Kauffman looks somewhat like a publisher's book-list. He has been associated with Saturday Evening Post, Delineator and Hampton's Magazine on their editorial staffs, was a war correspondent, and, as well as serious books and novels, he has written much juvenile fiction. He is also the author of numerous screen plays. Herbert Wright's business is international law, so he should know the angles on diplomacy. He is a member of the executive council of the American Society of International Law, and has spent the last nine years as head of the department of politics at the Catholic University of America.
